Agreement signed for state workers’ contract, increase of 162 euros

The hypothesis of signed agreement for the renewal of the 2025-2027 national collective bargaining agreement for approximately 200 thousand state employees of ministries, tax agencies and non-economic public bodies.
It was signed by the Agency for the Negotiating Representation of Public Administrations and the trade union organizations representing the Central Functions sector, including the CGIL, and with the sole exclusion of USB, explains a note. The overall average increase when fully operational, from 1 January 2027, it is equal to approximately 162 euros gross monthly payments for 13 months, with a maximum of 221 euros for the High Professionalism area.

The remuneration structure, explains Aran in a note, is divided into three progressive increments, starting from January 1st of each year of the three-year period. When fully operational, from January 2027, the gross monthly increases over 13 months are for: high professionalism area (221 euros per month); officials area (161.80 euros per month); assistants area (133.20 euros per month); operators area (126.60 euros per month).

The contract introduces (in articles 12-14), for the first time in the negotiation collective of Central functions, a title entirely dedicated to artificial intelligence. Administrations are obliged to inform workers about the adoption of algorithmic systems; any automatic decision regarding the employment relationship, economic, disciplinary or evaluation treatment is excluded; every act assisted by artificial intelligence is subject to human review and the worker has the right to know the criteria applied and to request the review.

Among other innovations: the contractual regulation of figure of the social media and digital manager; the suppression of the differentiated holiday regime for new hires, with the recognition of full pay for all employees from 1 January 2027; the introduction of the “skills license” to strengthen the training system; the strengthening of protections for the most vulnerable categories in agile and remote working. It should also be highlighted that the new contract includes permits for oncological screenings provided by the NHS for those over 50 years of age, which are in addition to the other permits for health protection.

“We express satisfaction for the signing of the proposed national collective agreement for the Central Functions sector for the three-year period 2025-2027, signed by the CGIL Public Function together with the other trade union organisations”. Thus, in a note, the general secretary of the CGIL Maurizio Landini. “The hypothesis of an agreement – continues the leader of the Confederation – returns to protecting the wages of male and female workers, providing for wage increases higher than expected inflation and, for the first time, the introduction of a subsequent verification mechanism to safeguard purchasing power against possible losses due to inflation”. “Furthermore, after thirty years – continues Landini – the right to holidays is also recognized for new hires as well as for more senior colleagues and the European directive on salary transparency is implemented, guaranteeing equal rights to male and female workers”. “Another important advance concerns the regulation of the use of artificial intelligence. Now – concludes the leader of the CGIL – the word passes to the workers who will have to express themselves on the hypothesis of an agreement which would represent an important step in terms of innovation and strengthening of rights and protections for all”.
