Electricity price increased by 4.8% to more than 2,200 VND per kWh from tomorrow

From 10/5, each electric kWh has more than 2,204.7 dong applied, according to the decision of the Vietnam Electricity Group (EVN).

At the press conference in the afternoon of 9/5, EVN announced the average electricity retail price increased from VND 2,103.11 to VND 2,204.07 dong per kWh (excluding VAT), equivalent to 4.8%. This increase is similar in October 2024.

The electricity price is considered to change every three months, when the input cost increases from 2% or more, according to Decree 72 of the Government. That is, there will be 4 price changes each year. The closest electricity price has been adjusted to 11/10/2024, maintained from there to the present. Thus, after 8 months the price is changed and this is the first increase this year.

Electrical retail price schedule from May 10:

Old price (VND/kWh) Step Use level New price (VND/kWh) Electricity increased (dong/month)
1.893 1 0-50 kWh 1.984 4.550
1.956 2 51-100 kWh 2.050 9.250
2.271 3 101-200 kWh 2.380 20.150
2.860 4 201-300 kWh 2.998 33.950
3.197 5 301-400 kWh 3.350 49.250
3.302 6 401 kWh or more 3.460 65.050

According to the statistical department’s evaluation data, the adjustment of this electricity price is expected to make CPI 2025 consumer price index increased by 0.09%.

Mr. Vo Quang Lam, Deputy General Director of EVN, said that this increase was carefully considered on the basis of changing input costs (coal prices, gas production) and electricity costs payable from people and businesses. According to EVN calculations, each household will have to pay an additional 4,350-62,150 VND a month.

Poor households are still supported in cash corresponding to 30 kWh, equivalent to 59,520 dong a month. Policy households are also equivalent, with the condition of using less than 50 kWh nearly 56,800 VND a month (excluding VAT). This policy aims to reduce the burden of electricity costs for poor households and policies, and help ensure social security.

The decision to increase this time was made in the context of EVN still accumulated from electricity production and business. Last year, this group balanced financial and profitable from this business. But two years earlier, they lost more than 70,000 billion dong from selling electricity. This loss does not include 18,032 billion dong of the exchange rate difference of the electricity purchase contract for 5 years (2019-2023).

According to the inspection results of the Ministry of Industry and Trade published at the end of 2024, the total production cost of 2023 of EVN was more than VND 528,600 billion. This level is equivalent to production price of VND 2,088.9 per kWh, up 2.79% compared to 2022.

This year, the demand for electricity is expected to increase by about 12.2%, equivalent to the total electricity output of the whole system by 33.6 billion kWh compared to 2024. According to Mr. Lam, the electricity output increases mainly from high price sources. Specifically, hydroelectricity at low prices is not much room, only provides about 25% of demand. The remaining 75% of the output comes from high price sources such as coal, gas, oil, renewable energy …

Besides, the foreign exchange rate is unpredictable, increasing over time. This affects the cost of electricity generation, which accounts for about 83% of the electricity production cost, according to Deputy General Director of EVN.
