More than 360,000 billion VND of public investment capital waiting for disbursement

This year, Vietnam must disburse over 1 million billion VND in public investment capital (including the plan assigned by the Prime Minister and capital to balance local budgets). According to a report from the Ministry of Finance, accumulated in 11 months, the whole country disbursed 553,250 billion VND, reaching nearly 61% of the plan assigned by the Prime Minister. Although the absolute number is about 155,700 billion VND higher than the same period last year, this rate is still lower than expectations in the context that the Government sets a disbursement target of 95-100% to support GDP growth of 8.3-8.5%.

Thus, over 360,000 billion VND of public capital is waiting to be disbursed from now until the deadline of January 31, 2026.

In a telegram dated December 6, Prime Minister Pham Minh Chinh said that the public capital disbursement plan for 2025 only has 55 days left, while the amount of outstanding capital is very large. He “sternly criticized” units that were slow and requested that this be identified as a key political task, associated with the responsibility of the leader. According to the Ministry of Finance, there are currently 22 ministries, central agencies and 12 localities with disbursement rates lower than the national average.

To achieve the goal of disbursement of 100% public capital, the Prime Minister requested ministries, branches and localities to immediately remove two current bottlenecks: site clearance and licensing of mines and exploitation of raw materials. Units must publicly disclose disbursement data weekly.

Ministries and branches immediately review the disbursement progress of each project to have a plan to transfer capital from unused and remaining areas to projects with good disbursement and need for additional capital this year.

The Ministry of Finance is assigned to monitor and report to the Government the list of “sluggish” units for flexible operating solutions.

Vietnam is expected to complete 3,000 km of highways, 1,000 km of coastal roads, and start construction of the Hanoi – Lao Cai – Hai Phong railway this year… Public resources play an important role as “bait capital” in investing in key infrastructure projects.

Public investment is identified as one of the important solutions and driving forces to help restore and promote high growth. According to calculations, in the period 2021-2025, disbursed public investment capital increases by 1%, GDP can increase by 0.058 percentage points.
