Minister of Science and Technology Nguyen Manh Hung emphasized that autonomy and acceptance is the key to creating breakthroughs in scientific research.
At the Standing Session of the National Assembly on the morning of April 15, Minister of Science and Technology Nguyen Manh Hung presented the draft Law on Science, Technology and Innovation Law, emphasizing the promotion of autonomy and taking risks to motivate research facilities and scientists.
The bill aims to give maximum autonomy to research organizations, including autonomy to build the apparatus and spend according to the spending mechanism. The State will focus on managing targets, outputs, results and research effectiveness, instead of interfering with the implementation method. In particular, the bill for proposing civil liability for research organizations if the project fails to achieve expected results, in order to encourage commitment and innovation.
According to Minister Nguyen Manh Hung, taking risks is not synonymous with lax management but is to create conditions for scientists to pursue breakthrough and breakthrough challenges. Effective organizations will be given priority to grant additional funds, while inefficient units will be reduced resources.
The bill also proposed the autonomy mechanism of ownership and commercialization of research results, allowing research facilities to decide. Scientists are entitled to a minimum of 30% of profits from commercialization and participated in establishment and operation of the business.
“This is a long -lasting bottleneck that lasts in recent years,” the Minister said that giving ownership of the research results to the organization in charge will remove the commercialized bottleneck, bringing double benefits as the tax revenue for the State and the job for the people.
In order to attract high -quality human resources, the bills of supplementing preferential policies on personal income tax, bonus for basic research, profit division from commercialization, and facilitating wages, work permits and visas for foreign experts and overseas Vietnamese participating in the performance of key scientific tasks in Vietnam.

Chairman of the Committee for Science, Technology and Environment Le Quang Huy said that the Committee proposes to institute more fully the preferential and superior policies, especially on accepting the delay in scientific research. For scientists, the Committee proposes to exempt civil, administrative and criminal liability if complying with the control process, and propose to the Academy of Academy for excellent foreign scientists.

The bill also adds policies such as forming venture capital funds for creative start -up, using experts, encouraging private research to participate in basic research, support for startup nursery, and expand credit support.
The Bill of Science, Technology and Innovation Law will be submitted to the National Assembly for comments at the beginning of May.
