The background must be remembered that the legislation on the National Development Plan (PND) dates from the government of Miguel de la Madrid and was introduced in the Constitution in 1982. It was one of the responses to the crisis of the end of the government of José López Portillo. He preceded the rescue of Mexico with the intervention of the United States and IMF, but in reality it was the rescue of the international financial system and the beginning of neoliberal policies not only in Mexico and Latin America. It is important to remember the origin of the legislation because it greatly explains its format that is the so -called logical framework method, invented by the USAID to discipline and evaluate countries. In this way, it is organized in axes, objectives and strategies with its monitoring indicators.

It should be noted that while strategies can be understood as I amdo not reveal the global conception that underlies the document and in each of the objectives. In this sense, the document is rather normative, since it indicates the you must do before the interventions that allow solving the existing problem. This unfortunately translates into the repetition of strategies, which have already shown not lead to the solution of problems. On the other hand, strategies are known that are known by experts, but have not been applied. The reasons are probably external to a problem and are related in many cases to the economic restrictions derived from both the new external context with the Trump government and with the superior economic objective of not doing a redistributive tax reform.

Referring to health is embodied in the healthy Republic Plan (page 48, Official Gazette4/4/25). The general objective is apparently unable, but mix concepts that are not always compatible. It says: guarantee the right to health protection for the entire Mexican population through the consolidation and modernization of the health system, with a universal access approach that closes quality and opportunity gaps, protecting the physical, mental and social well -being of the population. Although the Constitution speaks of the right to health protection in its article 4, the reform to the first article raises it in the first place as a human right.

This is important because neoliberal health policy was based on a model of health protectionwhich was the so -called Popular Insurance (SP). Initially it had a cost for people with salaries above 3 SM. This model considered health a merchandise that should be exchanged in the market. He had various first and second level services packages, which however did not provide complete. With the exception of the third level package for children born in the Government of Calderón ( sic), for the rest of the population it was very restricted. These were the reasons to eliminate it in the government of the fourth transformation, although the process to cancel it was inappropriate. It should be noted that there were other alternatives that were not taken into account.

The need to consolidate and modernize the public system is well known but there has not been a clear conception of how to achieve it. We have a fragmented public system in several subsystems, which provide services of very different complexity and quality. It is a problem recognized for a long time, but without a solution until now. Just state it does not solve it for the obstacles of economic order and political. There is also a question about whether universalization will be resolved with the federalization and strengthening of the IMSS-Bienestar OPD.

The theme of strengthening health prevention and promotion is equally long data, but has not been implemented. It would be very commendable that it could be achieved through the public health system, since it was not implemented in the previous government when it was formulated. It was essentially a construction of the central offices of the Ministry of Health, which never gained real life in really existing health services.

A healthy republic is a great need of the country and its people, but to achieve it it is not enough to put the heart. Economic and professionals formed for the task are also needed.
