Maneuver, from the majority summit ‘adjustments’ on businesses, families and healthcare

After two hours of meeting, the majority leaders reached an agreement on some changes to be made to the maneuver in view of the week of work in the Budget Committee of the Chamber, with the aim of approving the mandate to the rapporteur on the text between the 13th and December 16th. The short final note speaks of a “very collaborative climate” which has “allowed us to share some adjustments” starting from “businesses, families and healthcare”.
The discussion between Prime Minister Giorgia Meloni, deputies Antonio Tajani and Matteo Salvini, the leader of NM Maurizio Leo, the owner of the Mef Giancarlo Giorgetti and his deputy Maurizio Leo led to the recognition of some common points. Some measures would have been advocated above all by Forza Italia and Lega: from the stop to the blocking of turnover for the police forces and local authorities to the expansion from 30 to 35 thousand euros of the flat tax for employees. FdI speaks of “great satisfaction with the additions” to the text, including a 500 euro compensation for healthcare specialists.
On the subject of Ires rewards, requested several times by Confindustria, we are working on a hypothesis aimed at an audience of companies that invest and increase employment. Furthermore, a 5% tax will be applied for overtime for nurses and residents.
However, the revision of the second rate of Irpef is postponed. Qualified sources say that it will arrive after consolidating the public accounts. The measure was to be financed through the second tranche of the two-year preventive agreement – which has so far raised 1.3 billion – but the figure of 2.5 billion needed for the measure would be far from being reached by the deadline of 12 December. In recent days, FI and Lega had expressed divergent points of view on how to promote the agreement. A conflict that followed the clash over the failure to approve in the Senate a Northern League amendment to the Tax Decree for the extension to 2025 of the discount from 90 to 70 euros on the Rai license fee. Therefore the provision on Ipref should be postponed to a specific legislative decree in the first months of next year.
The opposition rejects the text. The Democratic Party calls for “a radical rethink of priorities”, made up of “more resources for healthcare, pensions, wages and essential public services”. The M5s speaks of a “disastrous” budget law, all cuts and taxes, which should simply be thrown away and rewritten.
