Minister Malenica appointed a public notary without experience, the City of Knin also reacted

Marija Lovrić (62), a law graduate from Drniš, was appointed by the Minister of Administration and Justice, Ivan Malenica, as a notary public with official headquarters in Knin. He signed the decision on January 9, and everything entered into force on January 16, 2023.

However, on January 18, a letter signed by Knin Mayor Marijo Ćaćić was sent to Minister Malenica from the City of Knin. In his letter, it is stated that the Knin city administration was “uncomfortably surprised by the fact” that Marija Lovrić was appointed to the post of public notary in Knin, reports ŠibenikIN.

– Currently, the office of the acting public notary, Mr. Veljko Čađenović, employs, in addition to him, three other people, and we hereby express our satisfaction with the successful cooperation with Mr. Čađenović and his office. Also, our citizens of Knin, citizens of this proud city, a city with so much diversity and everyone’s willingness to create conditions for a quality life in this beautiful small area at the crossroads of the major centers of Dalmatia, are of the opinion that Mr. Čađenović, honestly and conscientiously performs the notary’s service, as the Law on Public Notaries itself dictates – it is stated in the written reaction of the City of Knin.

– As the new notary in the City of Knin, you appointed a person who has no notary experience, nor is he a resident of the City of Knin. It is precisely for this reason that the criteria on the basis of which you made the decision to appoint Mrs. Marija Lovrić as a notary public in Knin are not clear to us, while ignoring the opinion of the Croatian Notary Chamber according to which Mr. Čađenović, the current chief notary public in Knin, should have been appointed a notary public – he added Mayor Ćaćić in his address to Minister Malenica.

Of the four candidates for the post of public notary in Knin, three received unanimous support, and the only candidate who did not receive a positive opinion from the Chamber was Marija Lovrić, writes ŠibenikIN.

Sacha Borak, a law graduate from Kistanje, then Veljko Čađenović, a law graduate from Knin, and Josip Gović, a law graduate from Cres, also applied for the competition.

– It is precisely for this reason that the criteria on the basis of which you made the decision to appoint Mrs. Marija Lovrić as a notary public in Knin are not clear to us, while ignoring the opinion of the Croatian Notary Chamber according to which Mr. Čađenović, the current chief notary public in Knin, should have been appointed a notary public – he writes in a letter from the City of Knin.

The Šibenik portal claims that the municipalities of Ervenik, Biskupija and Kistanje sent similar letters to the Ministry of Justice and Administration.

Lovrić is not familiar with the letter from the City of Knin.

– They are not a party to the proceedings, so it makes no sense for me to react to it. The administrative act states exactly who has the right to a legal remedy. And as for stating that I have no experience, that simply does not correspond to the truth – she commented, but she could not say specifically when she will take up the duties of a public notary.

Lovrić has been an employee of the Drniš city administration since 1997, where she first worked as the secretary of the City of Drniš, and then as head of property and legal issues, personnel and general affairs. She is still employed in that position, since, due to the duration of the procedure, she has not yet moved to the post of public notary in Knin.
