Migrants, the EU hypothesis: quotas for each country

The hypothesis of a ceiling on the number of migrants in the countries. EU member states are trying to strike a balance, in the Council’s position on the new pact for migration and asylum proposed by the Commission in 2020, between solidarity and responsibility. Among the various points under discussion, according to what has been learned in Brussels, there is also the mechanism that would lead to the triggering of compulsory solidarity, even if what exactly this compulsory solidarity consists of is still to be established: the positions among the Member States are differentiated .

In particular, work is being done on a formula which, also considering incoming and outgoing migratory flows, calculates the reception capacity of each member country. Yes to this ‘dynamic’ datum, which varies according to the flows would tile an annual cap. All this would serve to have certain numerical thresholds, beyond which a country would have the right to solidarity from partners. On how to structure the formula, discussions are ongoing: everything is still very open.

The aim of the member states is to finish the legislative work before the end of the legislature. For a senior EU official, closing this dossier, one of the most controversial (it remains unresolved since the 2015 migration crisis), by the beginning of 2024 “is feasible”, but it will take “a lot of willingness to compromise” on the part of the 27.

”This government does not have an inhumane approach to the phenomenon, quite different from that of previous governments, but it is not resigned to having uncontrolled migratory flows”. Interior Minister Matteo Piantedosi said this during an interview at the Trento Festival of Economics on ‘Legality, the fight against organized crime and the country’s development’. ”Uncontrolled immigration is fought with controls, which we do well, but also with long-term policies, creating the conditions to dry up the water of these phenomena. The phenomena we have talked about concern an era, but to mark an important track the first five years can be fundamental ”, he added.
