The Taub Center, a research institute for social policy, has published an update to a study on the state of the foster care sector in Israel.
National spending (public plus private) on foster care increased from NIS 14 billion in 2018 to NIS 28 billion in 2024, according to new data. Including an increase of 4.4 billion shekels (18.6%) over the past two years.
The National Insurance Institute’s payments for foster care benefits also doubled, from NIS 9.1 billion in 2018 to NIS 18.5 billion in 2024.
The number of recipients of foster care benefits increased by 2.4 times between 2012 and 2024. At the same time, the number of elderly people in Israel increased over the same period by only 1.5 times.
