According to the Government’s Resolution, the State Bank will not include this loan amount in banks’ annual credit growth targets. The maximum policy implementation period is 2030 and loan sales do not exceed the amount registered by commercial banks. Any bank that does not need to lend under this policy needs to send a document to the State Bank before January 15, 2025.

On a monthly basis, banks continue to report on loan status to customers under the Social Housing Loan Program. At the same time, the State Bank requires banks to seriously commit to preferential interest rates and lending periods. Banks need to coordinate with qualified construction projects to promptly disburse funds when investors need loans, creating favorable conditions for social housing buyers to access loans.

Deployed from April 2023, the disbursement speed of the preferential loan credit package for the development of social housing and worker housing is very low. By April last year, banks had only disbursed 415 billion, less than 1%.
