The Democratic Party awaits the government’s third mandate and confirms its support for Todde

The double match of Campania and Sardinia holds sway in the first groups of the Democratic Party after the Christmas break. And it couldn’t be otherwise given the Todde affair, with the governor revoked from the position of regional councilor and at risk for that of Regional President. There is a climate of cautious trust in the dem house.

A consideration based on two assumptions:

During Todde’s run for the Region, the function of the mandate was carried out by a committee which, as the constitutionalist Stefano Ceccanti also points out, carried out the work of the mandate in all respects. “There was this political choice not to identify an individual representative, but a collegial committee to cover the same functions, which created the main problem. The other match in which the Dems are involved is that of Campania, with the ‘rebus’ of Vincenzo De Luca’s candidacy. Much will be clarified on Thursday, at the end of the Council of Ministers. In that case, a member of the Democratic Party bets, the government will challenge the Campania electoral law which, by implementing the so-called national law of 2004, could eliminate the previous mandates and allow Vincenzo De Luca to run for re-election twice. By doing so, the executive would raise a conflict of attribution before the Constitutional Court. In fact, there are many doubts regarding the fact that de Luca can “start again from three”.

 

Among PD parliamentarians, the government’s challenge is almost certain and the possible consequences are already being discussed. The paths for the outgoing governor, it is explained by sources of the internal majority, would at that point be two:

  • The first is the refusal to apply it is the support for the candidate of the Democratic Party, but not before having obtained an honorable agreement for his definitive exit from the scene.
  • The second is for the President of Campania to announce an appeal and move forward in his determination to run, with or without the Democratic Party.

 

This last hypothesis, among other things, is the most accredited by those who know De Luca’s temperament and say they are certain that it will be difficult for him to prevail at the top of the party. An internal ‘game’ within the Democratic Party which intersects with a similar one in the centre-right where the League is insisting on a national law providing for a third mandate which would allow governor Luca Zaia to run again in Veneto.

 

From Fratelli d’Italia, however, comes the brake from the group leader in the Chamber, Galeazzo Bignami who refers to what was said by the Pd president, Stefano Bonaccini: “On the third mandate, I have no sympathy towards Stefano Bonaccini, but he likes acknowledged having stated something that is absolutely acceptable. He who has always been in favor of the third mandate, unlike his party, also says that the laws must be respected and adds that it is necessary to encourage generational change. By also accepting his invitation, I believe that there can be a common path on this issue”, concludes Bignami.
