Wrongly accused of having worked, a disabled woman owes 15,000 euros to the CPAM

An administrative imbroglio that could be expensive. A fifty-year-old resident in Charente-Maritime is accused by Social Security of having worked while receiving assistance from the Primary Health Allowance Fund (CPAM). As such, she must repay 15,000 euros, reports the Sud-Ouest newspaper.

Sylvie Moinot has, however, been recognized as having a category 2 disability for 25 years, which prevents her from working. Until then, she therefore benefited from an allowance of 900 euros per month.

Formal notice

According to the beneficiary, Social Security confused him with his brother, who worked in a cleaning company located in the north of France. She managed to obtain a certificate from the said company confirming that she had never been employed there. Her husband does the same with the association in which he is suspected of having worked.

Despite this evidence, Sylvie received a formal notice a year ago demanding that the repayment of 15,000 be made within the next two months. Distraught, she sent a letter to deputies, ministers and the President of the Republic. A few days later, Health Insurance sent her a letter in which it was stated that she was still found guilty but that her debt was reduced to 5,000 euros.

Two months ago, another allowance from which she was a beneficiary was suspended: the disabled adult allowance, paid by the Family Allowance Fund (CAF), in the amount of 380 euros per month. Reimbursement for his dental care was also blocked.

Joined by our colleagues from South-West, Health Insurance declared that “the administrative error concerning the 15,000 euros is no longer a subject”.
