At this revision, the Government supplemented the preferential policy of key chemical industry investment. According to Article 7 of the Draft Law, investment projects in this field will be entitled to special incentives, support for investment in special investment laws and other relevant laws.

The report explained and absorbed the Draft Law, Mr. Le Quang Huy – Chairman of the Committee for Science, Technology and Environment – said that chemicals are an important and important industry, so the offer of preferential policies With this field project, it helps to be fair for investors.

According to him, in fact, many localities are worried about the risk of pollution and danger, so there is a policy of not attracting investment in chemical projects. That makes it difficult for investors to pour capital into this field project.

But in addition to tax incentives, the Chairman of the Budget Finance Committee said that there should be additional policies and measures for the chemical industry to develop. For example, the management agency may study the mechanism of using investment support funds and considers this to be a local overcoming local support channel when implementing the chemical project.

Agreeing with this view, Mr. Hoang Thanh Tung, Chairman of the Legal Committee, noted that the drafting agency – Ministry of Industry and Trade reviewed to avoid overlapping preferential policies and investment support in the development of chemical industry. Thus, the provisions of Article 7 of the Draft Chemical Law will not be implemented, not valid.

The explanation later, Minister of Industry and Trade Nguyen Hong Dien said that the agency will review, and propose the design regulations on investment incentives in the draft law in the direction of the Government to specify the specific incentives on Land, people … with each specific project.

The draft law proposes two state management options for chemicals. Option 1The Ministry of Industry and Trade agreed to manage the production and trading of chemicals that need special control. Relevant activities using chemicals need special control will be managed by other ministries and branches.

Option 2The Government will detail the state management of chemicals, including chemicals that need special control.

Mr. Le Quang Huy, Chairman of the Committee for Science, Technology and Environment, said that the Standing Committee of this agency agreed with Option 2.

Chairman of the Legal Committee Hoang Thanh Tung commented that the state management regulation on chemicals is to innovate thinking in the legislative work. He agreed with Option 2, because the regulation of chemical management should be specially controlled as the government, not the Ministry of Industry and Trade.

The Draft Chemical Law (amended) is expected to submit to the National Assembly for consideration and approval at the meeting in the middle of this year.
