The Government proposes the National Assembly to “undress” for science and technology with a series of specific mechanisms such as autonomy, contracting, exemption from liability, accepting risks …

The draft Resolution on piloting a number of specific mechanisms and policies promotes the development of science and technology, innovation and transformation of the country has just been submitted to the National Assembly.

According to the report, science and technology and numbers have been focused on development, but the current regulations are still inadequate. Public scientific and technological organizations have difficulty in financial and personnel autonomy; Officials are not allowed to participate in the operation of the business to commercialize the research results. Regulations on investment and bidding are still complicated, causing delays in implementing digital conversion projects.

Besides, the development of telecommunications infrastructure, especially 5G networks and semiconductor industry, also face many challenges. High investment costs, lack of mechanisms to attract foreign businesses, and dependence on foreign technology are big barriers for the development of the high -tech industry in Vietnam.

The draft is aimed at institutionalizing the policies of the Politburo in Resolution 57, removing the bottlenecks in science and technology activities and digital transformation, and creating superior preferential mechanisms and policies for promote the development of these areas. The Government expects that with specific policies, science and technology and digital transformation will become the main motivation to achieve economic growth targets of 8% or more by 2025 and two numbers growth in the The next year.

In order to carry out the transformation of the country, the Government proposes to build national digital platforms to ensure the unity and connection between sectors and fields; Priority is given to the development of 5G infrastructure, international connected telecommunication cable and pilot telecommunications services using low -end orbit satellite technology. The central budget will support the construction of a small -scale semiconductor chip factory, in order to reduce foreign dependence and ensure technological security.

The Government also proposed mechanisms to exempt or mitigate responsibility for officials and public servants to participate in developing and implementing these policies, in order to encourage innovation and creativity. The funding will be taken from the state budget and sources of contributions and investment from society.

Giving autonomy to research facilities, scientists

The draft stipulates the organization of public science and technology invested by the State and allocated regular funding to support development. These organizations are given autonomy and self -responsibility at the highest level, including the right to use financial resources for regular spending and deducting funds for distributing financial results in the year according to domestic spending regulations. set.

In particular, research facilities are allowed to register business; Implementing joint ventures, associating with organizations and individuals to apply and commercialize scientific research results, technology development and management organization according to the business model. They are proactively determining the organizational structure and the number of employees, and the head of the public science and technology organization has the right to take the initiative in recruiting, using and managing officials of the organization.

The State also prioritizes funding from the budget to implement scientific and technological tasks through science and technology funds. The Government proposes to make annual state budget estimates to perform these tasks.

Professor Nguyen Xuan Thang, Director of Ho Chi Minh National Political Academy, said that the strengthening of autonomy and priority for research facilities will contribute to resolving the shortage of scientific human resources. Currently. Mr. Thang said that the scientific team is facing many difficulties in living by the profession due to the inadequate state administrative management mechanism. He pointed out the situation of “assigning topics by per capita to make total investment funding”.

“How many people are on average, 10 people or 500 people are still on average, like contracting a regular production job. This administrative management creates recruitment, appointment, appointment, Not to recruit real talent, “he said, emphasizing that in order to renovate scientific activities, it is necessary to eliminate the administrative mechanism, boldly assign autonomy, take self -responsibility to scientific facilities. , from collection and expenditure issues to human resources.

Expenses in scientific activities

The draft also stated the application of contracts in the implementation of scientific and technological tasks using the state budget. Accordingly, the organization presides over autonomy and self -responsibility to use funding from labor to hire experts when necessary. The hiring of experts is decided by the organization and ensures efficiency.

Expenses are also applied to many other items, including general management costs of science and technology tasks; cost of organizing seminars and scientific conferences; Domestic working expenses for research activities; Self -evaluation costs for performance of tasks; Cost of investigation, survey collection data.

In addition, the list of expenditures also includes the cost of buying raw materials, fuel, materials and other consumers for research activities; Cheap tools and objects quickly broken, energy, documents, documents, data, books, newspapers, reference magazines; Stationery, communications and documents for research activities.

According to Deputy Prime Minister Nguyen Hoa Binh, this is one of the most breakthrough policies proposed in the draft Resolution. When approved, researchers do not have to bid for each material and equipment, listing each cost to perform the task. They will be paid all according to the output product.

“Sometimes the research results are only hundreds of pages long, but the payment records are up to the hands. Such regulations help scientists can wholeheartedly devote, not to be subject to cumbersome administrative management regulations, and most importantly to avoid legal troubles if implemented incorrectly.

Eliminate barriers to commercialization of scientific products

According to the draft, public science and technology organization was established or participated in establishing businesses, contributing capital to enterprises to commercialize the results of scientific research and technology development developed by them and the Department. Huu.

For assets formed from the results of the implementation of the scientific and technological tasks using the state budget, the research facility has the right to not account for the property of the organization, without determining the original price and price. The other treatment, depreciation, and property wear.

The research facility is autonomous, self -decided and self -responsible for the use of assets for leasing, service business, joint venture, linkage (not forming new legal entities) for development and development commercialize research results. These facilities are autonomous and decided to use assets to link and commercialize in the form of leasing and transfer of property use rights.

Agreeing with this policy, Chairman of Ho Chi Minh City People’s Committee Phan Van Mai said that commercialization plays a very important role to maximize investment efficiency. For example, if the State invests 10 billion dong for a study and the results can be commercialized for VND 500 billion, the author may receive VND 300 billion, 200 billion dong to pay into the distribution fund. scientific development of units or localities. This mechanism will encourage scientists to participate in research and innovation, while ensuring the high applicability of studies.

He forever pointed out the situation of many scientific products after being handed over to the State by the scientist, “putting in drawers”. Meanwhile, if scientists commercialize their products, they can create a value of hundreds and trillions of dong. “The state should not regret this. The most important thing is that studies are applied to life and production, bringing practical benefits to society,” he said.

Accept risks, exemption from liability in scientific research

The draft stipulates that organizations and individuals are exempted from civil liability if they cause damage to the State in the process of implementing scientific research and technological development, with the fullest compliance with processes and regulations. Scientific research. The organization of the scientific and technological tasks using the state budget is also not refunded if used if they have fulfilled the regulations, research processes and explanation content but failed to achieve The results are expected.

Heads of agencies and units; cadres, civil servants and public employees participate in developing and promulgating mechanisms and policies to remove bottlenecks and promote scientific, technological and innovative activities will also be considered for exemption or reduction. Lightly responsibility if negative impact, group benefits or waste.

The draft Resolution also stated the pilot mechanism that allows businesses to test new technology under the supervision of the State, and exempt the responsibility for businesses, organizations and individuals in case of technology testing. New or new business model that has economic damage due to objective reasons.

The Government said these policies were consistent with the great orientation of the Politburo in Resolution 57, allowing piloting for newly posed practical issues; Accept risks, venture capital and latency in scientific research, technology development and innovation.

Prime Minister Pham Minh Chinh also emphasized that doing science and technology need to accept risks. Success everyone is excited, but it is also ready to accept failure and pay the price. The Government wants organizations and individuals to be exempted from civil liability, without having to return the funding used in the process of performing the task without the results as expected. “We need to see this as a tuition,” the Prime Minister said.

Minister of Information and Communications Nguyen Manh Hung said that this draft will focus on building a scientific and technological talent for Vietnam. This is a key factor for the development of an organization and a country, especially when Vietnam chose to develop the country quickly and sustainably based on science and technology and innovation.

“There are many overseas Vietnamese who have become famous in technology, have come to Vietnam or connect with Vietnam to build Vietnamese technology businesses,” he said.

The Minister also expected the adoption to be facilitated for the testing of new technologies, new business models according to the sandbox approach, taking risks. He imagined these will be “special technology zones”, “special innovation”, where testing outstanding mechanisms for technology enterprises.

General Secretary To Lam emphasized that “encouraging regulations must be really encouraging”. In the context of increasingly urgent science and technology development, legal barriers need to be removed. Laws and resolutions should be clearly enacted, creating transparency and order, thereby mobilizing the participation of the whole society in a unified intention.
