He said that scientists need to change their minds, focusing on the final result – that is, the valuable tools that science and technology brings to the economy.

Citing international experience, the Minister said that in many developed countries and commercialization of the research results, it is focused and promoted, even there are separate laws stipulating in this field, typically Korea.

Mr. Vu Duc Loi, Vietnam -Korea Institute of Science and Technology (VKIST) said that most of the research topics in Vietnam are mainly based on funding from the state budget. However, the ratio of revenue from the commercialization of research results to contribute directly to the budget is still limited. According to him, one of the main reasons is the investment participation from the business is not positive, along with the reserved attitude in receiving and applying research results.

In order to promote the commercialization of scientific research results, Mr. Loi and many experts think that it is necessary to be more flexible in the division of profits from commercialization. According to current regulations, after tax deduction, at least 30% of profits from the commercialization of the research results will be devoted to the research team, 10% submitted to the state budget and the rest divided according to the agreement. One of the major barriers in the commercialization of the research results mentioned by many experts is the unclear intellectual property valuation process. This makes businesses afraid to receive technology due to difficulty determining value and cost.

Currently, the forms of exploitation of research results include leasing, transfer of use rights and sale. In particular, leasing or transferring the right to use technology is not required to valuation technology, helping the process to happen faster. However, the form of sale requires a strict valuation requirement, especially when transferring abroad to avoid loss of state assets.

Experts propose to build a more stringent legal framework for pricing, and at the same time apply the long -term profit sharing mechanism from technology applications, similar to Israel and China models. This form allows the parties to maintain long -term benefits, effectively monitor technology application and increase capital recovery ability.

The Resolution stipulates that the result of the implementation of scientific and technological tasks using the state budget, the research agencies and organizations are monitored separately, not accounting for the property of the organization and the organization, Not to determine the original price, the remaining value, depreciation, and property wear.

The research agency is autonomous, self -decided and self -responsible for using assets without pricing in leasing, transferring the right to use, business, joint venture, linkage not forming legal entities new. When implementing this content, the research facility does not need to prepare a project or report to the competent authority according to the regulations on the management and use of public property.

In addition, they are sold and transfer assets; Contributing capital with assets to joint ventures and links forming new legal entities comply with the provisions of the law on the management and use of public assets.

According to the Standing Committee of the National Assembly, this provision is to promptly remove obstacles in the provisions on assets formed from scientific and technological tasks. In essence and according to international practices, assets formed from research tasks are considered as a funding, not a direct investment and the State shall divide profits immediately.

All assets when commercialized and profitable, the State will gain benefits through tax collection. This policy solves the delay of the implementation of administrative procedures and especially difficulties in asset valuation.
