Insecurity in Peru: how can technology and AI help fight theft and extortion?

The figures are colder and harder. According to data from the Crime and Violence Observatory in Peru, three out of ten Lima have suffered or know a victim of extortion. Meanwhile, in Trujillo the wave of murders has collapsed the morgue and the bodies accumulate and break down. And in 10 years Peru went from 40 to 10 countries with the worst crime rate.

In the midst of this terrible scenario, can technology be useful? How can you use innovations such as artificial intelligence (AI) against crime?

Although today technology is much more advanced, alone it will not solve any problem, says Frank Casas, a specialist in security analysis.

“Do not lose sight of that [la tecnología] It is a tool that can contribute to the extent that there is always an input strategy “he said in communication with Commerce.

In that sense, on the one hand you can have dissuasive technological tools, such as alarms, which make the offender more difficult to commit a crime.

There are also tools that allow immediate action, such as video surveillance cameras. “When it is well interconnected, it can be used to store information that allows the security agent to respond with immediacy, or to contain information to manage a complaint and serve as a criminal evidence”he said.

And there are also the technological tools that allow information processing, Big Data, either using different supports or software.

Ia vs. extortion

The technology that today dominates the interest of people, research and millionaire investments is AI. For example, Solo Openai has just raised 40 billion dollars for the development of its models.

There are more and more companies, entering this technology, which is based on algorithms. It is in the field of computer science and its operation depends data.

Casas explained that AI could help the police make better decisions in the persecution of criminal organizations, such as extortion.

“You will allow you to identify a behavior pattern, a displacement pattern, a geolocation pattern”he said. That is, the police investigation that supports the fiscal folder can be improved and criminals are not released due to the absence of evidence.

The detail is in the information with which the AI is nourished. After all, it is software. Casas indicates that this information can be treated on economic conglomerates associated with certain informal markets, or illegal markets associated with the trafficking of person, places where vehicles are kept, for example, of buses that operate as an informal market, information on how they provide armament, explosives, police intelligence information, civil records, complaints, and even applications, etc.

Another source of information is video surveillance cameras.

Hikvision, security company, points out that this is a technology that advances in the country. In this case, thanks to automatic learning and image processing algorithms, they can identify suspicious behaviors, anticipating possible risk situations.

What is the problem?

For houses the problem is that all this information is not properly organized.

“Unfortunately, not all the information of the camcorder are properly interconnected, or can add to the police information. The same municipalities are not interconnected with the police. That makes it much more difficult that information for strategic and operational decision making ”can be used rigorously”he explained.

Other technologies

Hikvision also points out other technologies that would help in the fight against crime, either in public spaces or in premises, businesses.

The integration of cameras, intelligent sensors and perimeter systems is one of the trends. This is 360 ° monitoring in technological operations (OT).

“This convergence allows people to protect critical infrastructure and ensure the operational continuity of the business with a more agile and efficient response” “said Manuel Fleming, project director of said security company.

Another aspect is biometric access control. Includes facial recognition, fingerprints and retinal scan. Fleming indicates that risks of impersonation, robberies and unauthorized accesses are eliminated. Currently, in Peru it has been implemented in hospitals and companies.

In business and buses

Public transport is a victim of extortion and hitmen. As a recommendation, the security specialist indicated that methods such as camcorders or risk buttons can be applied. Unfortunately, buses are in an informal and precarious market.

“The ideal would be that they are properly interconnected, as well as to be able to help at the time when a criminal act may occur”Casas explained. And in the case of the risk buttons, it could notice to the integrated patrol of serenazgo and the police.

Another option is the camcorder. Many buses already integrate this technology that “Yes add to the investigation after a crime has been committed”.

With regard to premises such as pharmacies, wineries, shops, which are also victims of thieves and extortion, in addition to the previous methods, dissuasive forms such as alarms can be applied. “Today the issue of concentrated smoke has become very fashionable, the white smoke that can blind”he said.

This is how technology can contribute to the fight against crime. Now it is necessary to put it into practice.
