Recalling 162 types of Mailisa cosmetics

The Drug Administration, Ministry of Health, recalled 80 proclamation receipt numbers and 162 cosmetic products related to Mailisa Beauty Salon.

The decision was made by the Department on the afternoon of November 25, 4 days after the couple who owned Mailisa Beauty Salon were arrested on charges of smuggling. Previously, this agency asked localities to take samples to test the quality of Doctor Magic, Maika Beauty, MK cosmetics of MK Skincare Company related to Mailisa beauty salon.

The recall is due to the business’s failure to present the Product Information File (PIF), according to the Drug Administration of Vietnam. Lack of PIF makes it impossible for regulators to evaluate product safety, effectiveness and quality, posing potential risks to consumers.

MK Skincare is required to notify the recall and accept returned products; Implement quarantine and preservation of violating product batches until there is a decision to destroy by the competent authority. The Ho Chi Minh City Department of Health supervises MK Skincare company’s product recall.

Localities receive reports from business establishments and users, coordinate to handle violating units and transfer files to law enforcement agencies if criminal signs are detected. Recall report sent to the Drug Administration of Vietnam before December 15.

From 2018 up to now, MK Skincare Company – owned by Mr. Hoang Kim Khanh (Mrs. Phan Thi Mai’s husband also known as Mailisa) has been received by the Drug Administration of Vietnam 162 cosmetic product declaration forms. As of November 17, this company still has 81 numbers to receive valid product announcement forms.

Ms. Mai (nickname Mailisa) is the founder and operator of a beauty salon chain of the same name. In addition to beauty-related business activities, Mailisa also sells many cosmetics. In particular, the product set of the Doctor Magic cosmetic brand is imported and distributed exclusively by Mailisa in Vietnam. On Mailisa’s website, these products are offered for sale at prices ranging from 120,000 VND to 2,700,000 VND.

How is cosmetic licensing today?

According to the Drug Administration, the country currently has about 200,000 cosmetic products being announced, of which the Department receives about 150,000 imported products, and the rest are announced by Departments of Health for domestically produced products.

The reception of cosmetic product declarations is carried out in accordance with the provisions of the ASEAN Cosmetic Agreement of which Vietnam is a member and Circular No. 06 of the Ministry of Health regulating cosmetic management. Accordingly, establishments announcing imported cosmetics need to provide management agencies on the online public service system with the following documents: Cosmetic product declaration form (including information about product name, name, address of manufacturer, name, address of publication facility, name, address of import facility, formula ingredients, features, uses); Authorization letter from the manufacturer or product owner; Certificate of Free Circulation (CFS).

The organization or individual whose name is announced is responsible for bringing cosmetic products to market, and is responsible for the safety, effectiveness and quality of the product. Every year, state management agencies conduct inspections and post-inspections on compliance with regulations on production, business and product circulation.

Each year, the Drug Administration inspects about 20-30 establishments, and the Department of Health inspects about 300 establishments. In 2025, as of November 17, the Department inspected 35 establishments (12 according to plan, 23 unexpectedly) and fined 11 establishments a total amount of more than one billion VND.
