Rome and Milan compared for urban neutrality

Opening the proceedings, Stefano Pieretti, Secretary of the Lazio Chapter of GBC Italia, recalled the role of cities as the first front in the fight against climate change, where public policies, technical innovation and active citizen participation intersect. Following this, Sergio Saporetti of the Ministry of the Environment and Energy Security (MASE) underlined the value of the new building CAMs as a fundamental lever to guide the transformation of buildings, linking design quality, environmental criteria and efficient use of resources to the objectives of climate neutrality.

Strategies compared: Rome and Milan on the same route

The heart of the event was the debate entitled “Rome and Milan: strategies, plans and investments”, moderated by Andrea Dari (Publisher of INGENIO). The round table brought together Maurizio Veloccia, Councilor for Urban Planning of the Municipality of Rome, and Anna Scavuzzo, Deputy Mayor and Councilor for Urban Regeneration of the Municipality of Milan. Starting from the Rome Climate Plan and the Milan Air and Climate Plan, the dialogue highlighted common challenges: from the redevelopment of the building heritage to sustainable mobility, from air quality to the management of public spaces. Despite different, complementary and specific approaches for the two realities, a clear desire has emerged to integrate mitigation and adaptation within an urban governance that involves different institutional levels.

On the sidelines of the discussion, the President of GBC Italia, Fabrizio Capaccioli, wanted to focus attention on the need to move from simple planning to concrete measurement of sustainability. Recalling Italy’s position of excellence, the President reiterated how the adoption of rigorous and shared protocols is the only guarantee of impartiality essential for correctly orienting choices. “Today in Rome, Green Building Council wanted to present, by combining the experience of Milan with that of the capital, the results that our association has been able to build in thirty years of development and application of energy-environmental protocols,” said Capaccioli, underlining that Italy is “the only country to appear in the world top 10 for number of certified buildings“.

The comparison, according to Capaccioli, serves to clarify what it really means to create sustainable buildings: “It involves the use of protocols capable of leading to true reporting, offering certainty and guarantee on the correct use of finance, both public and private, as well as on planning and implementation phases guided by shared, acceptable and internationally recognized criteria.”
