The Prime Minister promotes public-private data sharing

Prime Minister Pham Minh Chinh requested to build a public-private data sharing mechanism, considering data as the foundation for forming and developing a data economy.

Speaking at the National Forum for Digital Economic and Social Development on December 20, Prime Minister Pham Minh Chinh emphasized that digital transformation is an objective requirement, strategic choice and top priority in national development. Therefore, all levels and industries must identify data as a strategic resource of the digital era, changing the mindset from “keeping it for one’s own” to connecting and sharing to create common and new values, associated with ensuring security, safety and protection of personal data.

The Prime Minister assigned the Ministry of Science and Technology to complete and submit for promulgation the Digital Economy and Digital Society Development Program for the period 2026-2030 in December 2025. The Ministry of Public Security presides and coordinates ministries and branches to develop and submit for promulgation the National Data Economy Framework and implementation roadmap, which concretizes the public-private data sharing mechanism and legal framework on valuation, commercialization, data exploitation and management, completed in January 2026.

The Ministry of Finance is assigned to preside over research and develop specific incentive mechanisms and policies to form data businesses, artificial intelligence, startups and innovation; At the same time, implementing preferential policies on taxes, land and implementing green energy commitments. The Ministry of Public Security and the Ministry of Defense synchronously deploy solutions to ensure national cyber security, data security and personal data protection, aiming for Vietnam to participate in pioneering the implementation of the United Nations Convention on combating cybercrime.

According to the Prime Minister, in recent times, the development of the digital economy and digital society has achieved many positive results, demonstrating a clear change in awareness, thinking and action. Digital infrastructure continues to be improved in capacity, technology and quality; 5G services are promoted; Mobile Internet speed increased 50 levels, reaching the top 20 in the world by 2025, surpassing many developed countries.

The number of digital technology businesses will increase from about 58,000 in 2020 to nearly 80,000 in 2025. The export turnover of digital technology products in 2025 is estimated to reach 172 billion USD, an increase of more than 1.7 times compared to 2020. In the field of social security, about 3 million people under social protection and people with meritorious services are paid benefits through bank accounts with the above total amount. 40,000 billion VND; More than 17 million social security accounts are integrated on the VNeID platform.

Besides the results achieved, the Prime Minister said that many Vietnamese businesses still face difficulties in digital transformation, especially in finance, human resources, technology and awareness. The work of ensuring network security in some places has not received adequate attention; Online fraud, cyber attacks and personal data leaks are still complicated. Mechanisms and policies have not kept up with practical requirements, while the economy’s low starting point makes resources for digital transformation, digital infrastructure and investment in research and development still limited.

On that basis, the Prime Minister requested relevant entities to thoroughly grasp and synchronously implement the “5 pioneers”, “5 yes”, “5 no”. The “5 pioneers” include pioneering in institution building, technology development, digital infrastructure construction, database development and social responsibility implementation.

The “5 yess” are having a modern, synchronous, and seamless digital infrastructure; have correct, sufficient, clean, live, unified, interconnected, and shared data; have high-quality digital human resources and universalize digital skills for the entire population; There are many Vietnamese digital technology businesses that are growing strongly and effectively; have a safe, civilized, humane and modern digital environment.

The “5 No’s” include no paperwork, no cash, and no administrative boundaries in transactions; unlimited, no stopping in development; No negativity, waste, corruption, or group benefits; not fragmented, unsettled, and closed in operation; leaving no one behind in the national digital transformation process.

The Prime Minister also requested to promote digitalization and restructuring of industries, especially foundation and spearhead industries using science, technology, innovation and digital transformation, and soon form large-scale digital industrial complexes. “The government will continue to promote digital transformation to optimize basic social services such as health care, education, reform of administrative procedures and build a digital social safety net in the spirit of leaving no one behind,” he said.
