The Treasury paid more than 163,400 billion VND for officials who quit their jobs

In addition, according to Ms. Nhung, by December 24, the total accumulated state budget revenue reached more than 2.5 million billion VND, equal to 131% of the assigned 2025 estimate. Of which, domestic revenue (excluding crude oil) reached more than 2.2 million billion VND, equal to 132.7% of the year’s estimate.

This year, the State Treasury issued 349,509 billion VND of Government bonds, average term of 9.78 years, interest rate of 3.21% per year (up 0.69% compared to 2024).

Decree 178/2024 regulates regimes and policies for cadres, civil servants, public employees, workers and the armed forces who retire before age to reorganize the apparatus. While Decree 177/2024 applies to cases of non-re-election, reappointment and officials quitting or retiring according to their wishes.

According to Decree 178, people who are at most 10 years away from retirement age under normal conditions, up to 5 years in extremely difficult areas and have enough time to pay compulsory social insurance can retire before their age, enjoy a one-time pension benefit for early retirement and their pension is not subject to proportional deduction.

Officials and civil servants who have more than two years left to retire but are not eligible for early retirement, if they quit, will receive four benefits including severance pay; Subsidy of 1.5 months salary for each year of work with social insurance payment; reserve the time to pay or receive one-time social insurance; Three-month salary allowance to find a job.

Officials and employees who quit their jobs are entitled to similar benefits, with the fourth benefit being unemployment benefits paid by the Unemployment Insurance Fund.

After the arrangement, the two-level local government system still has nearly 92,000 officials, civil servants, and public employees at the provincial level and about 199,000 commune-level payrolls. The Ministry of Home Affairs estimates that in the period 2025–2027, there will be about 100,000 civil servants who will quit their jobs due to organizational restructuring, of which 85,000 will retire prematurely and 15,000 will quit their jobs.

As for the State Treasury, after streamlining the 2-level model from July 1, the system continues to rearrange 20 regional Treasuries and adjust management areas. Thereby, they cut 465 contacts (a rate of over 44%), from 1,047 units to 582.
