9 types of hair dye cream and makeup remover oil were recalled and destroyed

In an official dispatch issued on December 25, the Drug Administration of Vietnam, Ministry of Health, stated a list of recalled products including many popular items such as Bigen Cream Tone hair dye cream (codes 7G, ​​6G, 4G); Hatomugi The Cleansing Oil; Soft Stone Double deodorant; Hatomugi The Body Soap shower gel; Hatomugi The Hand Cream and Hatomugi Reihaku Mist Lotion.

Local Departments of Health are responsible for notifying businesses and users in the area to immediately stop buying, selling, and using these items. Units that intentionally do not carry out the recall or continue doing business will be strictly handled according to regulations.

As for Japan Connection Company, the business must receive returned products from agents and points of sale, and at the same time recall and destroy all infringing shipments. The company needs to send a report on implementation results to the Drug Administration of Vietnam before January 5, 2026. The Hanoi Department of Health will directly supervise this process.

The reason for the recall comes from the fact that this Hanoi-based enterprise failed to provide a Product Information File (PIF) at the time of inspection by the authorities. According to a representative of the Drug Administration, PIF is a technical document that must be kept to prove the quality, safety and effectiveness of cosmetics. Although businesses do not need to submit PIF when announcing circulation, they are required to present it immediately upon request for post-audit. The lack of this document leads to the legal consequence of revoking the product announcement receipt number.

The management agency’s move comes in the context that the Vietnamese cosmetics market is expanding rapidly but there are many inadequacies in quality control. The Department of Pharmaceuticals stated that the business of goods of unknown origin and poor quality is increasing, accompanied by problems of counterfeit goods and false advertising.

Data from Statista shows that the scale of the Vietnamese cosmetics market in 2024 is estimated to reach more than 2.4 billion USD, up 3.4% over the same period and forecast to reach 2.7 billion USD in 2027; 90% of current supply comes from imports. Consumer shopping habits are shifting strongly to e-commerce platforms and social networks, although traditional retail channels still hold about 80% of the market share.
