Details of the agreement between the Syrian government and the SDF: the Kurds had to admit defeat

Kurdish militias must be withdrawn east of the Euphrates River, which regime forces managed to cross. After the necessary checks, they will be included on an individual basis in the army and police structures, with the retention of ranks and the provision of logistical support. This means the dissolution of the Kurdish Self-Defense Forces.

Administrative and military power in the provinces of Deir al-Zur and Raqqa will pass to the central government. Public sector employees will be recruited into their respective ministries. The authorities undertake not to cause harm to SDF fighters and employees of the Kurdish administration.

The province of al-Hasakah will come under the administrative control of the authorities, public institutions will be annexed to government structures. The President will appoint a candidate for the post of governor who will ensure the involvement of local residents in the governing process.

Border crossings and oil and gas fields come under the control of the authorities. The Syrian army will guard them. This step is intended to ensure that all Syrian citizens benefit from the spoils.

Prisons and camps where Islamic State militants and their families are being held will be handed over to the authorities. Troops of both sides will be withdrawn from the city of Kobani (Ain al-Arab), and security forces will be formed from local residents.

All foreign fighters, as well as members of the Kurdistan Workers’ Party, will be expelled from the ranks of the SDF.

A separate presidential decree guarantees the special status of the Kurdish language, the cultural rights of Kurds, and the legal and civil rights of persons without registration, SANA reports.
