Osiptel turns 32: how have telecommunications changed in Peru?

Its function has been to promote policies that promote a more accessible and competitive telecommunications sector, and that strengthen user rights.

In these 32 years, a series of regulatory milestones have been presented that have marked our lives. One of them, according to the institution, is the mobile number portability which was implemented since 2010, eliminated one of the main barriers to competition, as it allowed users to change mobile operating companies without losing their telephone number. This drove improvements in prices, service quality and customer service.

Another important point is the interconnection of networks and public telecommunications services what have allowed the link between two or more telecommunications networks belonging to different operators, so that the traffic (voice, data, messages and signals) ends up on a different network than the one from which it originates.

In this way, in 2014 the entry of new operators, such as Entel and Bitel, was facilitated. With this, the market was no longer concentrated in two companies: Telefónica and Claro, which promoted a more dynamic sector, with greater options in prices and services for users, and allowed the expansion of networks to continue, especially mobile networks.

Osiptel also highlights the approval of the General Regulation of Quality of Public Telecommunications Services. This instrument established minimum indicators and measurement mechanisms to ensure that the services provided by companies meet objective quality conditions, which contributes to improving user satisfaction with the contracted services. Today these provisions are concentrated in the Regulations for the Attention to Claims from Users of Public Telecommunications Services.

Another change was the establishment of short contractseasy-to-read documents so that users receive clear information. These contracts, with a maximum of four pages, are issued in Spanish and in indigenous languages, such as Quechua, Aymara, Ashaninka and Shipibo-Konibo.

But they are not the only changes. It is also highlighted that the positive evolution of fixed internet service indicators in the country has been accompanied by various regulatory measures that were designed to improve levels of competition, for the benefit of users. Among them are the rules for sharing infrastructure and issuing mandates, determination of a major supplier, special rules for the provision of fixed internet access service, among others, which generated an estimated impact of S/ 47 million from its implementation until the end of 2024.

Along these lines, the average price per megabit (Mbps) of fixed internet service nationwide was reduced by 99.3% during the last 10 years: it went from S/ 24.45 in 2015 to only S/ 0.17 in the third quarter of 2025. This decrease reflects a significant improvement in the accessibility and competitiveness of the fixed internet service in the country.
