Bank card fraud reached 211 million euros in the first half of 2025, and this is their lowest level ever

The total amount of bank card fraud fell sharply in the first half of 2025. This allows the fraud rate to reach a “historic” low, the Banque de France and the Payment Means Security Observatory (OSMP) welcomed this Tuesday.

Over the first six months of last year, bank card fraud fell to 211 million euros, down almost 10% compared to the same period in 2024. This brings the fraud rate to 0.048%, or 48 euros stolen for every 100,000 euros of card payment (compared to 0.053% in 2024).

Sharp increase in manipulations

This decline is observed in “almost all uses of the card”, notes the OSMP, in particular payments on the internet and card payments “initiated by mail or telephone call”. However, fraud across all means of payment has increased (+7%), more than payments themselves (+5%), without this calling into question “the good control of fraud rates”, according to the OSMP.

The Observatory also notes developments in fraud techniques, particularly in light of the strengthening of bank card security. “Fraud by manipulation” thus jumped by 37%, to 245 million euros. These are frauds resulting from transactions that the card holder, under pressure, would not normally have carried out.
