Mexico increased its collection at the country’s customs by 15.5 percent in real terms, despite the fact that total operations in these facilities were reduced by 2.3 percent in 2025, a year characterized by the exposure of large-scale fuel trafficking – known as huachicol fiscal – and the commitment of the current administration to increase public income by closing the pores in foreign trade.
The National Customs Agency of Mexico (ANAM) reported that in 2025, one billion 449 thousand 461.4 million pesos were collected in the country’s customs, 240 thousand 829.6 million pesos more than the amount reported a year ago. In detail, it states that two thirds of the net increase in these revenues occurred in its maritime shipments, although progress was also recorded in border and interior shipments.
Customs have become the epicenter of the current administration’s policy to increase revenue without a battery of new taxes. Through technological improvements and the fight against smuggling, it is intended that at least in the first two years of this six-year term, shipments will increase by 200 billion pesos what they contribute to the public treasury, according to federal authorities.
At least in 2025, customs gave that additional 200 billion and a little more. Among the main contributions collected in them, the value added tax – which is the most important collection – increased 8.3 percent annually; The general import tax grew 20.8 percent and the customs processing fee also increased 7.6 percent in one year.
IEPS grows 53.8%
On the opposite side is the tax on new cars (ISAN), which fell 23.8 percent last year, amid a slowdown in the vehicle market and regulatory adjustments at a global level, while the special tax on production and services (IEPS) rose 53.8 percent, in a year in which fuel trafficking through falsified invoices was exhibited with the seizure of a ship in the port of Altamira, Tamaulipas.
At least since 2021 and 2022, the Tax Administration Service (SAT) had already disclosed estimates of losses due to huachicol fiscal, which basically consists of introducing gasoline into the country, passing it off as lubricating oils that do not pay IEPS (bit.ly/4a1nZrE). The agency made these comparisons based on the demand for gasoline and oils in the country, what is produced by Pemex and imports.
The ANAM reported that in general customs reported an increase in collection, but none like maritime customs, where the real increase was 21.1 percent, followed by interior customs, with an increase of 11.9 percent, and border customs with 9 percent.
Among the land-based companies, those that saw the most increase in revenue compared to the volume of operations were Ojinaga, Camargo and Nogales; In the interior areas the main gap occurred in Chihuahua, AIFA and México, while in the maritime areas the greatest difference is found in Dos Bocas, Coatzacoalcos and Mazatlán.
