FPT cooperates with Viettel and partners in chip production

The agreements were signed on January 28 and announced on the afternoon of January 30. In particular, FPT will cooperate with Viettel in building autonomous capacity in semiconductor technology through connecting the industry’s value chain, including Training – Design – Manufacturing – Testing – Packaging – Trading.

The agreement took place in the context that Viettel had just started construction on Vietnam’s first semiconductor chip manufacturing factory on January 16, while FPT established an advanced testing and packaging factory on January 28.

According to the announcement, the focus of the agreement is that the two sides jointly develop SOC AI-on-Edge chips on the 28-32 nm process for the ecosystem of camera devices, drones, unmanned aerial vehicles (UAVs), and smart devices.

“This is a strategic alliance of two leading corporations in Vietnam to complete a closed semiconductor ecosystem,” the announcement stated.

In addition, FPT signed a cooperation agreement with Restar Corporation – a technology and electronics distribution group in Japan, aiming to promote research and development of semiconductor packaging and testing technology, and commercialize chip lines packaged by FPT in the global market.

Previously, the two sides exchanged a memorandum of understanding on strategic cooperation in semiconductors in the presence of the Prime Minister of Vietnam and the Prime Minister of Japan in 2025, with the goal of combining FPT’s chip design strengths with Restar’s market network and distribution channels in Japan and the Asia-Pacific region. At the end of December 2025, Restar was also the distributor of FPT’s first batch of commercial source chips for an electronics company in Japan.

For the Korean market, FPT joined hands with Winpac – a business providing OSAT services (outsourced semiconductor assembly and testing). The two sides plan to focus on promoting commercial cooperation on semiconductor chip packaging testing, considering jointly investing in building FPT’s testing packaging factory in Vietnam. In 2025, FPT will also expand its presence in the Korean market, bringing chip products designed by the corporation deeper into the country’s semiconductor ecosystem.

Domestically, FPT signed with VSAP Lab (Da Nang). This is the company implementing the first laboratory – experimental production project (Fab-Lab) in Vietnam in the field of advanced semiconductor packaging with a scale of 72 million USD (1,800 billion VND), owning a team of Vietnamese experts with many years of experience abroad who directly own and own modern semiconductor industry standard machinery lines.

The two sides plan to focus cooperation resources in three key areas: value chain from R&D to mass production (High volume manufacturing – HVM) of advanced packaging; business development of advanced packaging and testing services (Reliability Testing, Failure Analysis); Cooperate in training specialized human resources in the field of packaging (Advanced Packaging – AP).

“VSAP Lab is a suitable partner for FPT to expand its R&D capacity, while contributing to the formation of the Make in Vietnam semiconductor business network,” the two sides said.

At the event, FPT also announced that it will research and develop a line of integrated circuits with artificial intelligence application systems at the edge (SOC AI-on-Edge), aiming to completely master the smart device ecosystem including cameras, drones and unmanned aerial vehicles.

FPT semiconductor chip advanced packaging and testing factory phase one is located in Yen Phong II-C Industrial Park, Yen Phong commune and Tam Giang commune, Bac Ninh province with a scale of 1,600 m2. The factory has six functional test lines and an area of ​​specialized reliability and durability testing systems, expected to go into operation this year.

Before opening the factory, FPT had more than 10 years of experience accompanying the semiconductor industry, focusing on research and development of chip lines such as power chips (Power IC), power management chips (PMIC), and oriented research and development of SOC AI-on-Edge chips. To date, FPT has formed a comprehensive semiconductor ecosystem, from design, packaging, chip testing to human resource training, aiming to make Vietnam an important semiconductor center in the region.

According to statistics in August 2025, Vietnam has nearly 60 enterprises in the semiconductor field, of which 50 are chip design enterprises, 7 are packaging and testing enterprises, but most are foreign enterprises, with some big names investing in factories including Intel, Amkor, Hana Micron.
