The Government allocates 4.7 million euros to promote the Young Cultural Bonus 2026

The General Directorate of Cultural Rights of the Ministry of Culture will allocate 4.7 million euros to the promotion of the Young Cultural Bonus 2026direct aid of 400 euros to those who turn 18 to purchase cultural products and activities.

This is stated in the Institutional Advertising and Communication Plan of the General State Administration for 2026, consulted by Europa Press, which foresees an investment of 155.60 million euros in 124 institutional campaigns throughout this year.

In the case of the Ministry of Culture, the department directed by Ernest Urtasun contemplates twelve institutional campaigns to promote reading, cinema or the Statute of the Artist.

Regarding the Young Cultural Bonus, the Ministry intends to publicize the aid, encourage beneficiaries to request it, and thus contribute to generating new cultural consumption habits, strengthening existing ones, and creating new audiences, in addition to “continue on the path of increasing applications among potential beneficiaries.”

The execution period that contemplates the communicative action will begin on March 15 until December 31, 2026 and will take place on television, radio, press, magazines, digital media or cinema. These communicative actions will be in Spanish, Catalan, Galician, Basque and Valencian, in addition to having subtitles, audio description and sign language.

Cinema is the area that will have the most personalized campaigns since, in addition to the Goya Awards, emphasis will also be placed on the 2026 National Cinematography Award, the programming of the Spanish Film Library and the dissemination of anniversaries and milestones of Spanish cinema in 2026; to the promotion and dissemination of Spanish cinema; to the Cinema School Program; and Spanish Cinema Day (October 6).

MORE THAN 89,000 EUROS FOR SPANISH CINEMA

In the case of Spanish Cinema Day 2026, the organization is contemplating a campaign with 18,000 euros to give visibility to this event, which in 2026 reaches its fifth edition, and to disseminate the activities organized in collaboration with the private sector and with public institutions and organizations for cultural promotion.

The action will take place between July 1 and November 1, 2026, will be nationally disseminated through magazines, the institutional portal and its own social networks, and will be aimed at the general public and professionals in the sector, with accessibility measures based on signage.

For its part, the program Cinema School 2026 will have another annual campaign, also with a budget of 18,000 euros, aimed at disseminating and promoting Spanish cinematography among younger audiences and bringing cinemas closer to students as a training activity in audiovisual culture. This initiative will run from January 1 to December 31, 2026, will have a national scope and will be disseminated through magazines, digital media, the portal and the organization’s social networks, with accessibility supported by signage.

Likewise, it provides for a specific campaign for the Promotion and dissemination of Spanish cinematography 2026also endowed with 18,000 euros, aimed at publicizing new developments in the sector, promoting the consumption of Spanish cinema among citizens and highlighting its production, contributing to its dissemination and accessibility throughout the State. The action will take place throughout 2026, with national reach and presence in magazines, movie theaters, the institutional portal and its own social networks, and will be aimed at both the general public and film professionals, incorporating accessibility measures through signage.

The shares of the Spanish Film Library Programming (12,500 euros) and the National Film Award (12,000) will be of lesser value, which in their case will begin on April 1 until October 1, 2026.

PROMOTION OF READING WITH 3.3 MILLION EUROS

On the other hand, Culture plans an annual campaign aimed at promoting reading, endowed with 3.3 million euros, to increase the reading rates of Spanish citizens and residents in Spain, with special emphasis on the sectors that claim to “never or almost never read” and to make visible the role of public libraries as essential spaces that guarantee the right to read.

The action will take place between February 1 and December 31, 2026, with national broadcast on television, radio, press, magazines, digital media, outdoor advertising and movie theaters, and will be broadcast in Spanish, Catalan, Galician, Basque and Valencian. The campaign will include accessibility measures such as subtitling, audio description and sign language.

Intellectual property rights will also be reinforced with a campaign worth 100,000 euros to raise awareness in society about its central role in artistic creation and in guaranteeing cultural diversity and the rights of creators and other professionals in the sector.

The action, nationwide, it will take place between October 1 and December 31, 2026 in Spanish, Catalan, Galician, Basque and Valencianand will be addressed to the general public through accessible digital pieces with subtitling, audio description and sign language

STATUTE OF THE ARTIST, ONE OF THE PENDING ISSUES OF CULTURE

Finally, Culture will allocate 60,000 euros to publicize among the general public, and especially among the cultural sector, the progress and new measures incorporated into the Artist Statute, with the aim of ensuring that cultural workers are well informed of their rights and the developments that affect their work environment.

The action will take place from April 25 to December 31, 2026, will be nationally broadcast in Spanish, Catalan, Galician, Basque and Valencian, and will be articulated through digital media, the portal and the social networks of the company and collaborating organizations, as well as through posters and brochures accessible with subtitling, audio description and sign language, aimed at the general public, film professionals, cultural operators and Spanish creative people.

To a lesser extent, the General Directorate of Cultural Rights will have two campaigns. The first will be endowed with 4,000 euros to disseminate, through the portal and its social networks, the advisory and training activities of the Creative Europe offices and the European Citizenship Point on the calls for the ‘Creative Europe’ and ‘Citizens, Equality, Rights and Values’ programs published by the European Commission.

Furthermore, the second campaign, with a budget of 3,000 euros, will be to disseminate the different calls linked to the Culture and Citizenship program – such as Rural Experimenta V, Agents of Rural Experimenta V, the IX Culture and Ruralities Forum, the opening of registrations and the streaming of this forum, as well as the call for the book Culture and Citizenship – through the institutional portal and social networks, with national dissemination in Spanish and accessibility measures based on subtitling.
