Vietnam and Cambodia issued a joint statement

In a joint statement issued on February 6 on the occasion of General Secretary To Lam’s state visit to Cambodia, Vietnam and Cambodia expressed satisfaction with the positive development of bilateral relations, according to the Ministry of Foreign Affairs.

The two sides reaffirmed their consistent views of always attaching special importance to good neighborly relations, traditional friendship, comprehensive and long-term sustainable cooperation between Vietnam and Cambodia, and committed to supporting and supporting each other for development, peace, stability and prosperity.

In the context of complex developments in the region and the world, the two sides share a deeper awareness that the relationship between the two countries is indivisible, mutual support for prosperity, equality and peaceful coexistence is an eternal truth.

The two sides agreed on a number of basic principles to control issues so as not to affect the overall relationship and new directions for more effective and substantive development of cooperation, as follows:

– Respect each other’s independence, sovereignty and territorial integrity; not interfere in each other’s internal affairs; Handle issues carefully to avoid being taken advantage of or complicating the situation.

– Resolve differences through frank and constructive dialogue, sincere cooperation and goodwill, based on respect for each other’s legitimate core interests, building on similarities, while minimizing and narrowing differences.

– Enhance information sharing and promote timely consultations on issues of mutual concern, especially issues related to national borders, communities, cooperative programs and projects.

– Maintain consensus on not allowing any issue to affect the overall relationship between the two countries, comprehensive cooperation, solidarity and friendship between the two countries.

– Enhance information exchange and coordination in a constructive and responsible spirit, promptly handle arising issues, to strengthen trust and maintain stable, long-term bilateral relations.

The two sides welcomed the inauguration ceremony of Meun Chey – Tan Nam International Border Gate on December 8, 2025 and agreed to accelerate the early inclusion of this Border Gate in the list of designated border gates for goods transit through the signing of the Protocol to amend the Goods Transit Agreement between the Government of Cambodia and the Government of Vietnam, signed in 2013.

The Vietnamese side also agreed to accelerate the upgrading of the bilateral border gate Chrey Thum (Kandal) – Khanh Binh (An Giang) into an international border gate and open a new inland waterway border gate in Khanh Binh. The two sides agreed to encourage relevant agencies to cooperate closely and simplify cross-border transport processes at international border gates; agreed to accelerate the identification of the Phnom Penh – Bavet – Moc Bai – Ho Chi Minh City expressway connection point.

Full text of Vietnam – Cambodia Joint Declaration

On the afternoon of February 6, General Secretary To Lam and Cambodian Senate President Hun Sen attended the groundbreaking ceremony for the construction of the Cambodia – Vietnam Friendship School. The project is located on the campus of Samdech Techo Hun Sen Dangkor Primary and Secondary School at Street 217, Phnom Penh city.

This land was used as a logistics base of the Vietnamese Volunteer Army after liberation on January 7, 1979, then continued to be used as a school to this day.

Cambodia – Vietnam Friendship School currently has 11 learning buildings, including 54 classrooms, with 135 staff, teachers and about 6,000 students from preschool, elementary to middle school.

With Vietnam’s support, in the coming time, the school will be renovated and built to supplement many important infrastructure items to improve facility standards, modernize the learning environment and increase the ability to accept students. New items include 2 2-storey multi-purpose buildings, 8 3-storey buildings, with a total of about 200 classrooms, 2 cafeterias, and many other auxiliary works. Estimated construction time is 8-12 months.

On the same day, Prime Minister Pham Minh Chinh met with Cambodian Prime Minister Hun Manet. The two Prime Ministers agreed that both sides need to coordinate well in managing and maintaining security and order in border areas, preventing cross-border crimes, smuggling and illegal activities, and at the same time soon sign the “Agreement on border gate management” and “Agreement on border management regulations” to facilitate border trade and border gate management, meeting the development goals of the two countries in the new period.

The two sides agreed to promote early unification of the project “New economic cooperation mechanism closely linking the two economies of Vietnam – Cambodia” by 2035, with a vision to 2050, promoting cooperation in purchasing, selling and processing agricultural and agro-industrial products.

Vietnam – Cambodia will continue to coordinate to properly and promptly handle arising issues, including sustainable protection of the environment in border areas, promoting negotiations, resolving about 16% of border lines that have not yet completed demarcation and demarcation, coordinating border management both on land and at sea in the spirit of understanding, mutual respect and in accordance with international law.

Prime Minister Pham Minh Chinh suggested that the Cambodian side continue to pay attention to resolving the issue of legal status so that people of Vietnamese origin in Cambodia can stabilize their lives and actively contribute to the prosperous development of Cambodia and the friendly relations between the two countries.
