Five contents will be implemented to implement the Law on Digital Transformation

The implementation plan for the implementation of the Law on Digital Transformation has just been issued by the Government on February 12, to specifically identify tasks, deadlines, completion progress and responsibilities of relevant agencies and organizations.

Accordingly, five main contents will need to be implemented including: Developing detailed legal documents; Review legal documents; Organize thorough dissemination, information, propaganda, dissemination and education of the law; Implement strategies, programs, schemes, projects and tasks on digital transformation; and inspect, supervise, urge, monitor and guide the implementation of the Law.

The first is to develop detailed regulatory documents. Accordingly, the development and promulgation of documents detailing a number of articles of the Law on Digital Transformation will be carried out according to the Prime Minister’s decision on December 31, 2025. The products to be achieved are Decrees.

Second, ministries and ministerial-level agencies are required to review legal documents related to the Law under their assigned state management authority. Along with that, they will follow their authority or recommendations to promptly amend, supplement, replace, abolish or promulgate new legal documents to ensure consistency, synchronization and compliance with the provisions of the Law.

The Ministry of Science and Technology will be the focal point to synthesize the results of reviews and proposals of ministries, branches and localities to report to the Prime Minister in June 2026.

Third is the organization of thorough dissemination, information, propaganda, dissemination and legal education about the content of the Law and documents detailing its implementation. The Ministry of Science and Technology is assigned to preside over and coordinate with the Ministry of Justice and other ministries, branches, localities and relevant agencies and organizations to compile documents introducing the Law, organize conferences to thoroughly grasp and disseminate it at the central level, in 2026 and the following years.

Fourth is to implement strategies, programs, schemes, projects and tasks to implement the State’s policies on digital transformation and digital transformation activities. Accordingly, the Ministry of Science and Technology, along with other ministries, ministerial-level agencies, and provincial-level People’s Committees, are assigned to preside over or submit for promulgation national-level strategies, programs, plans, schemes, and projects on digital transformation.

Fifth is the work of inspection, supervision, urging, monitoring and guiding the implementation of the Law.

According to the issued document, the promulgation of this plan also aims to raise awareness and responsibility of relevant ministries, branches, localities, organizations and individuals in implementing the Law.

Accordingly, the assignment of tasks to the presiding agency and coordinating agency in carrying out Law enforcement activities will follow the “6 clear” viewpoint, including: clear person, clear job, clear authority, clear responsibility, clear time, clear results.

The Digital Transformation Law was passed by the National Assembly on December 11, 2025, and is one of 10 laws drafted by the Ministry of Science and Technology in the past year. Vietnam is also one of the first countries to have this Law. The law identifies digital transformation as a “leading breakthrough”, prioritizing the development of infrastructure, data, human resources, and international cooperation. The codified principles include: people-centricity, digitalization from the beginning and data-driven management, so that no one is left behind.

In addition, the law determines that management and administration in the digital environment is the default, and on paper is the exception. The State is responsible for ensuring that all citizens, regardless of age, gender, education level, geographical or economic conditions, have the opportunity to access and use online public services. The online public service system must comply with international standards, have a friendly interface, multilingual, sign language and other forms of support for people with disabilities.

Minister Nguyen Manh Hung said that the Law on Digital Transformation is designed in the direction of a framework law, stipulating general principles and policies on digital transformation, digital architecture, and responsibilities of entities participating in digital transformation. This is to ensure that all digital transformation activities nationwide take place consistently, safely and effectively, overcoming the sandstorm situation.

The Law on Digital Transformation will take effect from July 1.
