The fight against “black cash”: Rotman did not support the measures recommended by the Ministry of Finance and the Tax Service

As Calcalist writes, we are talking about a proposal to limit the cashing of checks at exchange offices: the government proposes to ban the conversion of checks into cash in amounts over 6,000 shekels. The Ministry of Finance estimates that the measure could give the budget about 90 million shekels already in 2026 and about 120 million shekels annually thereafter.

The Tax Administration and anti-money laundering agencies warn that cash is “moving” from banks to the non-banking sector: the volume of cash transactions with such “providers” increased from 33 billion shekels in 2019 to 63.7 billion in 2024, and about 105 billion shekels passed through check cashing into cash in 2018-2025. Moreover, more than half of these funds could go to “suspicious” recipients.

Rothman, for his part, insists that the fight should be waged through increased enforcement, not more regulation.
