Marco Rubio’s speech at the Munich Security Conference was thoughtful and profound. At first there is relief – no cancellation of the transatlantic alliance! – followed Close Readingswhich sobered up. The promise of assistance in Article 5 of the NATO treaties was not expressly confirmed. In general, in addition to the appeal to American strength that Europe should join in, much of the diplomatic clarity on specific issues – especially on Russia and Ukraine – that one could have hoped for from a foreign minister was missing. More American dominance, less reciprocity: This is how things should continue in the alliance in the future, that was the announcement.
