Android will allow you to create a backup from the downloaded files folder, which will be saved in Google Drive as is currently the case with photos and videos.

Backups on Android allow restore data and items saved when you format your mobile device or switch to a new phone. To do this, use Google Drive to store them in the cloud.

This process leaves out the downloaded files folder on the device, something that Google has just remedied. As reported in the Google Play Services update (v26.06), it has introduced a new local file backup feature.

This function allows “automatically save your downloaded documents to Google Drive, ensuring they are secure and accessible from any of your devices.”

As explained in Android Authority, if the backup of this folder is activated, it will be synchronized with Drive, as is currently the case with Google Photos.
