Urtasun expresses its disagreement with the start of Rafal Rubí’s works and requests a meeting with the Government and Consell

In this sense, the minister has sent a letter to the Minister of Tourism, Culture and Sports, Jaume Bauzà, and the president of the Menorca Island Council, Adolfo Vilafranca, to request a meeting before the start of the works.

In his letter, Urtasun has reiterated his “concern and disagreement with the fact of having started the works without having previously reached an agreement that would allow compliance with the mandate of the World Heritage Committee, which urges not to carry out any intervention before decisions that are difficult to reverse have been made.”

Likewise, he stressed that the Committee recommends carrying out a heritage impact assessment that takes into account all possible alternatives.

The Ministry of Culture has recalled that on October 20, 2025, the UNESCO World Heritage Center sent a letter, along with the Icomos International report on the state of ‘Talayotic Menorca’, which was transferred to the Consell de Menorca.

The report recommended stopping the project to construct the overpass on the road next to the Rafal Rubí Talayotic navetas and seeking a consensus solution that would not affect this World Heritage property.

“However, the Menorcan Island Council has started work on this road without the prior agreement of UNESCO, which endangers the conservation and integrity of ‘Talayotic Menorca’ and its surroundings,” they concluded.
