Ten billion euros of debt, 300 million euros of interest per year… The worrying budgetary situation of Paris

Paris City of Light, Paris never sinks, but Paris is drowning in debt. In an audit of the Montaigne Institute, a rather liberal laboratory of ideas, revealed by Le Parisien, the financial management of the municipality is particularly criticized. The capital city finished last in the ranking established by the think tank which looked at the financial situation of the twelve most populous municipalities in France over the last municipal mandate – between 2019 and 2024, the 2025 figures are not yet consolidated. With a rating of only 3.4 points out of 10.

It must be said that most financial lights are red. Despite a budget of 12 billion euros per year, logically the largest of French municipalities, the capital’s debt reached 10.6 billion euros in 2024. Or 4,939 euros per Parisian. This is four times higher than that of comparable municipalities. Above all, this debt has increased by 54% since 2019 and by 170% since 2014!
