Deputy Prime Minister: Human resources are the key to the financial center

The comments were made by Permanent Deputy Prime Minister Nguyen Hoa Binh, who is also Chairman of the Executive Council of Vietnam International Financial Center, at the opening ceremony of the financial center management human resource training course on the morning of February 27, at Vietnamese-German University (VGU).

According to him, the Financial Center needs to build on the foundation of 5 core elements: global connection capacity; Stable, transparent, advanced legal infrastructure; high quality human resources; international level executive and management capacity and development support ecosystem. These five elements ensure the safe and effective operation of the International Financial Center. Among them, the human factor plays a decisive role.

“Without a team of managers knowledgeable about international financial markets, experts capable of designing products, operating transaction infrastructure and monitoring risks, mechanisms and policies, no matter how advanced, will be difficult to come to life,” he stated.

To strengthen its human resource base, the Center is implementing a project to develop high-quality human resources, including: training the management team; Improve capacity and international standard bachelor’s and master’s programs in the fields of finance – economics – management.

In particular, VGU is responsible for training financial center managers, and has organized 2 courses to provide a foundation on institutional models, financial center operations, financial markets and macroeconomic stability for students.

The third course opened on the morning of February 27, focusing on the design of specific financial products and strategies to attract investment capital, taught directly by Mr. Hubertus Vaeth, Founding General Director of Frankfurt Main Finance, Founding Vice President of the Global Alliance of International Financial Centers.

This course brings together 35 management level students from the International Finance Center in Ho Chi Minh City, Da Nang, the State Bank and commercial banks. VGU also plans to continue implementing 12-week certificate programs, focusing on in-depth quantitative analysis skills in finance and economics.

Permanent Deputy Prime Minister Nguyen Hoa Binh suggested that the school organize more training on the contents that the financial center needs, such as a carbon trading platform, a sandbox mechanism for Fintech and expand the student population. He also proposed that the Executive Board of the International Finance Center in Ho Chi Minh City, Da Nang and VGU continue to cooperate on training, research and policy dialogue.

The international financial center in Vietnam was established according to the Resolution of the National Assembly on June 27, 2025, with the model of “one center, two destinations”, located in Ho Chi Minh City and Da Nang. The centers in both cities were officially operated earlier this year.

According to Permanent Deputy Prime Minister Nguyen Hoa Binh, the successful construction and operation of a financial center in Vietnam is part of the strategy to innovate the growth model, aiming for high speed and sustainability in the coming period.

“A modern international financial center helps upgrade the capital market, connect directly with global capital flows, diversify financial products, promote green finance, digital finance, support infrastructure projects, technology, clean energy and key fields,” he commented.

Sharing the same opinion, Professor. Dr. Rene Thiele, Rector of Vietnamese-German University, said that developing a financial center is a key factor in the growth transformation process, with a double-digit GDP target in the coming period. “And financial markets play a very important role in this context,” he said.
