European Union leaders want to push for a minimum age limit for social media platforms such as TikTok and Instagram.

According to the conclusions adopted after the EU summit in Brussels, setting a minimum digital age for access to social media is important to ensure the protection of minors.

EU countries have also reaffirmed that artificial intelligence systems that allow the creation of intimate images or child sexual exploitation material without consent should be banned.

Elon Musk’s social platform X came under fire in late 2025 after users were able to instruct the Grok AI chatbot to sexualize the images it posted. Users, for example, instructed the artificial intelligence to modify photos depicting women in bikinis.
