On Thursday, the European Parliament approved its position on two legislative proposals that enable the continuation of trade negotiations between the EU and the United States. The proposals would eliminate most tariffs on US industrial and agricultural products.
The first act was approved with 417 votes in favor, 154 against and 71 abstentions. It concerned the adjustment of customs duties and the opening of tariff quotas. Another act concerned the non-application of customs duties on certain products and was approved by a vote of 437 in favor, 144 against, and 60 abstentions.
The Parliament added several safeguards to the Commission’s original proposal.
For example, the US must not use tariffs as a foreign policy blackmail weapon, and if it did so, then the EU could stop promoting the agreement.
In addition, the United States will only be able to use the tariff preferences after it has fulfilled its agreed obligations.
The lowering of steel and aluminum tariffs is also a condition, i.e. before the regulations could enter into force, the United States must reduce tariffs from 50 percent to 15 percent on EU products that contain less than 50 percent steel or aluminum.
The United States is also not allowed to raise tariffs in total above 15 percent.
Shadow rapporteur of the Parliament’s Renew Europe group Karin Charles Bridge made the trade agreement “Trump-proof”.
“We have not forgotten Greenland, threats and blackmail. Europe must be ready to set conditions for transatlantic relations in the future. That is exactly what we are doing with this vote by making Turnberry’s customs Trump-resistant. That means: no higher tariffs, no more customs threats and no more security threats,” commented Karlsbro.
Parliament froze
Parliament was supposed to vote on the tariffs already in January, but the US president Donald Trump’s Threats to Greenland and the associated import duties led to the postponement of the vote.
The second time the vote was delayed was in February, when the US Supreme Court found Trump’s previous customs actions illegal, creating uncertainty over the progress of the deal.
After Thursday’s vote, the parliament is now ready to start negotiations with the Council representing the EU member states on the final form of the laws.
Important for Finland
There has been a slowdown in trade between the EU and the United States in the end of 2025 and the beginning of 2026.

However, according to Danisman, the overall picture is broader, as European companies also benefit from cheaper import inputs and components.
“For companies, stable, even higher, customs levels are often more manageable than a situation where customs levels are constantly uncertain,” says Danisman.
THE FACTS
EU–US trade framework agreement
Customs:
The EU removes tariffs on all US industrial products and extends benefits to many agricultural and fish products (including nuts, dairy products, fruits, seeds, pork, bison meat and also processed lobster). The USA applies at least an MFN tariff or a total tariff of 15 percent to EU products. As of September 1, 2025, the US will only use MFN tariffs for EU natural resources (such as cork), aircraft and their parts, and generic drugs.
Section 232 duties:
The USA limits 232 tariffs on medicines, semiconductors and timber of EU origin to a maximum of 15%. As a result of the EU’s legislative initiative, the USA will reduce 232 tariffs on cars and car parts (no tariff if MFN ≥ 15%, otherwise total level 15%).
Steel and aluminum:
The parties are considering cooperation to combat market overcapacity and secure supply chains, possibly with tariff quotas.
Rules of origin:
We are negotiating so that the benefits of the agreement are mainly directed to the EU and the USA.
Energy and technology:
The EU plans to purchase 750 billion dollars worth of LNG, oil and nuclear energy-related products from the United States by 2028. In addition, the EU will buy at least $40 billion worth of US artificial intelligence chips for its data centers. The EU and the US are harmonizing technology security requirements to prevent technology from ending up in risky locations.
Investments:
EU companies will invest around 600 billion dollars in the United States by 2028. Both seek to promote mutual investment.
Defense:
The EU intends to increase defense and military equipment purchases from the United States.
Standards and regulation:
The aim is to mutually recognize the technical standards of cars. Technical cooperation between standardization organizations will be increased and cooperation on conformity assessment will be expanded.
Agricultural:
The parties are working to resolve non-tariff barriers to food trade (e.g. health certificates for pork and dairy products).
EU regulation:
The EU addresses US concerns about the Deforestation Reduction Regulation (EUDR). Additional flexibility is promised in the CBAM system, especially for SMEs. The EU aims to ensure that CSDDD and CSRD regulation does not cause an unreasonable burden on US companies.
Cyber security and telecommunications equipment:
US conformity assessors can act as Notified Bodies approved by the EU for radio and telecommunication equipment. Negotiating mutual recognition of cyber security.
Critical minerals and IPR:
The parties are intensifying cooperation to combat export restrictions on critical minerals. High-level intellectual property rights commitments are discussed.
Work rights:
Efforts are being made to strengthen the protection of working life rights and to eliminate forced labor from supply chains.
Digital store:
The EU does not introduce network usage fees. No customs fees for electronic transfers. The EU consults the USA on the digitalization of customs procedures.
Financial security:
Cooperation to strengthen supply chains, investment controls and preventing customs evasion.
