The Prime Minister stated 3 directions to promote ASEAN – Russia relations

Prime Minister Le Minh Hung proposed three major directions to promote ASEAN-Russia relations when speaking at the summit in Kazan.

In his speech at the plenary session of the Summit commemorating the 35th anniversary of ASEAN-Russia relations today, Prime Minister Le Minh Hung affirmed that Vietnam always values ​​the traditional friendship and the Vietnam-Russia Comprehensive Strategic Partnership, supporting Russia to continue to actively contribute to peace, stability, cooperation and development in the Asia-Pacific region as well as in the world, according to the Ministry of Foreign Affairs.

Facing the current complex and unpredictable fluctuations, the Prime Minister said that ASEAN and Russia need to proactively work together to create a more stable, balanced and sustainable environment.

Vietnam supports resolving disagreements and conflicts by peaceful means on the basis of international law, the United Nations Charter and the 1982 United Nations Convention on the Law of the Sea (UNCLOS), contributing to promoting dialogue and finding sustainable peaceful solutions.

To make ASEAN – Russia relations develop stronger, Prime Minister Le Minh Hung proposed three major cooperation directions. The first is to upgrade the relationship strategy through periodically organizing the ASEAN – Russia Summit, strengthening the relationship between the ASEAN Inter-Parliamentary Assembly (AIPA) and the Russian Parliament, promoting the principles and values ​​that both sides share and support.

Promote cooperation by removing barriers in logistics, market access and payment mechanisms, aiming to bring two-way trade turnover to 45 billion USD by 2035. The two sides need to promote cooperation in the fields of education, training, youth, culture and tourism.

Finally, it is to improve self-reliance and resilience, making energy an important pillar of cooperation. The Prime Minister also proposed establishing a priority mechanism for the supply of fertilizers, animal feed ingredients and agricultural technology, strengthening digital transformation cooperation and contributing to the implementation of the Hanoi Convention on combating cybercrime.

Prime Minister Le Minh Hung also announced that Vietnam will host the ASEAN – Russia Young Diplomats Summit in 2027.

In his opening remarks at the previous plenary session, President Vladimir Putin said that ASEAN-Russia relations have made an important contribution to peace, stability and development of the region and the world.

He proposed doubling two-way trade in the next 10 years, expanding cooperation in the fields of anti-terrorism, transnational crime, artificial intelligence, science and technology, biological security, civil nuclear energy, connectivity and logistics.

ASEAN countries affirmed that they value Russia’s role and contribution in the Asia-Pacific region, agreeing that the ASEAN-Russia Strategic Partnership needs to continue to promote its role in promoting peace, security, stability and development.

Leaders of ASEAN and Russia agreed to strengthen high-level dialogue and expand cooperation in trade, investment, science and technology, education, digital economy, innovation, artificial intelligence, cyber security and maritime cooperation. The two sides also agreed to make energy a priority focus and strengthen cooperation on food security and agricultural supply chains.

The leaders of ASEAN and Russia adopted the 2026 Kazan Declaration “ASEAN – Russia: Solidarity in diversity – 35 years of companionship”, along with statements on energy and cultural cooperation and the ASEAN – Russia Work Plan for the period 2026-2030.
