Plan to resolve the failure of the Israeli Electric Company to charge fees to owners of rooftop solar panels who had a common meter for consumption and generation of electricity.

We are talking about a fee established by the department back in 2018. Due to a failure in computer systems, discovered only in 2023, Hevrat Hashmal lost 65 million shekels from the owners of solar panels. However, the company did not notify the electricity department about this, and only at the beginning of 2026 began trying to collect the underpayment for two years retroactively.

The plan published by the Authority establishes that for the period from 2020 to 2023, Hevrat Hashmal will not be able to carry out retroactive collections from solar panel owners, and will bear all costs for this period.

For the period from 2023 to April 2025, it is proposed that Hevrat Hashmal will bear 60% of the cost of the shortfall, for a total of approximately NIS 22 million. The remaining cost, about NIS 14 million, will be recognized as a system cost and passed on to all electricity consumers by increasing electricity tariffs by 0.05%.

For the period from April to October 2025, the company can recover the lost amount from the owners of cellular panels, dividing it into 6 interest-free payments.
