The US House of Representatives closed early for the holiday because of Republican turmoil

The decision to close the House early came after a Republican rebellion over the SAVE America election reform bill paralyzed activities on the floor, including consideration of the annual mandatory defense policy bill.

SAVE America aims to tighten federal election regulations, requiring people to present original documents proving legal citizenship such as US passports, birth certificates or naturalization certificates. At the same time, the bill requires voters to present citizen identification with a photo at the polling station, strictly limits voting by mail and forces state governments to purge and completely remove non-citizens from voting lists under criminal sanctions.

While Republicans assert that this is a “safety lock” to prevent fraud and protect the integrity of the election, Democrats criticize this as a deliberately difficult administrative barrier that risks depriving millions of poor voters or voters of color of their voting rights because they do not have access to the original documents mentioned above.

This bill is very difficult to pass in the Senate if it stands alone. Therefore, Mr. Johnson’s initial tactic was to use the “beer and peanuts” tactic: Merge SAVE America with the National Defense Authorization bill (NDAA) immediately after this bill was passed by the House of Representatives, then send both documents together as an inseparable package to the Senate. NDAA is one of the most important legal documents reviewed and approved by the US Congress every year to determine the entire budget, policies and spending levels for the Department of Defense and national security programs.

However, the vote on the above tactic failed in the House of Representatives with a ratio of 224 votes against and 198 votes in favor, because 13 Republican lawmakers joined hands with the Democrats to reject it. This group of hard-line Republican lawmakers, led by Representative Anna Paulina Luna of Florida, argued that tying the two bills together on the outside would make it very easy for the Senate to “cut off” and remove provisions of the SAVE America bill.

Ms. Luna announced that she would only vote yes if the House leadership allowed her to add an amendment clause directly into the “gut” of the NDAA defense bill. She wants regulations on voter identification and proof of citizenship to be included in the NDAA bill.

In response to this rebellion, House Speaker Mike Johnson expressed anger. He announced that the House of Representatives would recess early for the July 4th National Day holiday because he could not find a way to compromise with the hard-liners. Parliamentarians will return to work in mid-July.

“Some Republican lawmakers have decided to block this week’s agenda rule,” Mr. Johnson told reporters on June 30. “Their actions have hindered and stalled progress all week. This is completely unhelpful. We are pushing extremely important legislation for the people and there is no time to waste.”

Republican lawmakers in the House of Representatives are considering “plan B” to pass the SAVE America bill, which is to use the Budget Reconciliation Process. The plan would establish a grant program to encourage states to adopt the stricter election rules themselves outlined in the SAVE America Bill.

Because the budget reconciliation process only needs a majority in both chambers to pass, Republicans hope to take this detour to eliminate Democratic interference. However, it is unclear whether Mr. Trump agrees with the option of indirect election management through such a financial donation program.
