La Jornada: For the World Cup and others, the Treasury renounces raising .6 billion

The Ministry of Finance and Public Credit reported that due to different special regimes this year it will stop collecting one billion 671 thousand 33 million pesos, which is equivalent to 4.37 percent of the gross domestic product (GDP). Although the Federation Income Law 2026 indicates that this year they would apply stimuli for the World Cup, which is partially held in Mexico, the agency did not specify how much it will stop collecting for this event. In its annual Tax Waiver report, in which it sets out how much it would stop collecting due to tax incentives and special treatments for different types of taxes, the Treasury only stated that it would stop collecting one billion 671 thousand 33 million pesos this year.

The fiscal stimuli related to the Soccer World Cup are not reflected in Collection Waivers for this year.

“Individuals and legal entities residing in Mexico or abroad with a permanent establishment in the country, as well as residents abroad, who participate in the organization and celebration of the 2026 International Association Football Federation World Cup competition, its tests, matches and related events, will not be subject to compliance with the formal obligations of payment, transfer, withholding, collection and integer established by the tax provisions that derive exclusively from the performance of the acts or activities or from obtaining income from their participation. in the aforementioned competition, its tests, matches and events related to it, starting from the last quarter of fiscal year 2025,” the law details.

For these purposes, FIFA must identify the persons referred to in the previous paragraph, providing the Tax Administration Service with the information indicated in this transitional provision.

The 2026 Tax Waiver document only points to incentives for high-performance sports for 400 million pesos, based on article 203 of the Income Tax Law, which consists of a tax credit for contributions to investment projects in infrastructure and highly specialized sports facilities and programs for high-performance Mexican athletes.
