La Jornada: Number of public spending programs will have a slight increase in 2027: Treasury

The federal government will very slightly increase the number of public spending programs in 2027, going from the 661 planned in 2026 to 672 (1.6 percent more), so the vast majority of federal agencies, state public companies and autonomous organizations will operate with practically the same budget structure.

Of the total programs for 2027 presented in the Programmatic Structure that the Ministry of Finance and Public Credit (SHCP) sent to Congress, 546 are administrative and have to do with the agencies and entities of the federal public administration, but to them we must add the so-called “substantives”, so the “expanded” figure is 672, as detailed in the document published yesterday in the Parliamentary Gazette.

By modality, 86 programs are based on subsidies subject to operating rules or guidelines, and 33 are investment projects in infrastructure and public works, classified into seven public policy sectors. Both items will remain at the same amount in 2026.

Precise programming

According to the SHCP, this scheme “enables more precise budget programming, which promotes complementarity between programs, avoids duplication and reinforces the alignment of investments with the strategic priorities of the government of Mexico.”

The programmatic structure is used to prepare the budget project for next year, and it does not foresee amounts of resources, but only the categories and elements that define the actions of the executors of the expenditure to achieve their objectives and goals.

When reviewing the number of programs that each federal agency, direct control entity or autonomous organization will carry out, the majority (21) remain with the same amount as in the current fiscal year.

There are eight ministries that would have a slight increase in the number of programs under their responsibility, from 2026 to 2027: Government (from 19 to 20); Infrastructure, Communications and Transportation (from 17 to 20); Economy (from 20 to 21); Public Education (from 33 to 34); Navy (from 27 to 29); Work and Social Security (from 13 to 14); Agrarian Development (from 16 to 17), and Citizen Security and Protection (from 10 to 14).
