Will apply AI and blockchain in land management

Artificial intelligence (AI) and blockchain will be applied in land management to automatically update data, monitor planning and increase transparency.

This content is stated in Decision 1177 of the Prime Minister on adjusting the National Land Use Planning for the period 2021-2030, with a vision to 2050.

According to the decision, Vietnam will accelerate the construction and operation of a centralized and unified land information and database system from central to local levels in the digital environment. This system will be connected to the national database and related digital platforms to increase management efficiency in the context of increasing land use demand.

The government requires priority to apply AI, machine learning and blockchain to automate management, ensure integrity and traceability of land data. The stage of checking and supervising the implementation of land use planning across the country also uses big data (Big Data), spatial modeling, remote sensing technology, satellite images… The data will be made public regularly for people and businesses to access.

Digital technology helps monitor changes and give early warnings of areas where land is being used incorrectly. This data also serves climate change forecasting, resource management and environmental protection.

In addition to technology application, the Government also requires continued review and ensuring consistency between national land use planning with sectors and localities. Management agencies will increase supervision and inspection of land use, strictly punish acts of pollution, land degradation and cases of planning violations.

The planning monitoring mechanism will be completed, with flexible solutions for key national projects that are not included in the planning. At the same time, management agencies recover land and water surface areas that have been assigned to organizations and businesses but are not used or are used ineffectively.

The Government also established an orientation for distributing development space according to 6 socio-economic regions, associated with the advantages of each locality and economic corridors.

The Northern midlands and mountainous regions prioritize protecting and restoring watershed forests, promoting the advantages of minerals, border gate economy, tourism and forming an economic corridor connecting Hanoi and the world.

The Red River Delta is oriented to become a growth pole in innovation, industry and modern services. Hanoi will develop according to the smart urban model, while the Hai Phong – Quang Ninh area continues to be invested in becoming a marine economic center, the gateway to the Northern key economic region with Lach Huyen international port.

For the North Central region, the planning prioritizes forest protection, improving the ability to respond to natural disasters and climate change, and developing transportation systems, coastal urban areas, ports and tourist centers.

The South Central Coast and Central Highlands regions are oriented to develop clean energy and nuclear power with economic and industrial zones and a transport network connecting East – West. This region also aims to develop international tourism centers, increase the value of industrial crops and medicinal herbs and increase protection of watershed and protective forests.

The Southeast continues to be determined to develop Ho Chi Minh City into an international financial center. This area also forms an industrial – urban chain of Moc Bai – Ho Chi Minh City – Cai Mep – Thi Vai associated with the trans-Asia economic corridor, developing Cai Mep – Thi Vai international transshipment port and Long Thanh airport city.

The Mekong Delta continues to play a role as a center for large-scale agricultural production. The plan also requires developing renewable energy, building transport infrastructure to connect the region, and flexible land use to adapt to climate change, sea level rise and saltwater intrusion.
