Launching a network connecting global experts advising Vietnamese policies

The Vietnam Innovation & Policy Labs (VIPL) network was announced to be co-founded by AVSE Global, the Global On-Chain Economy Alliance (GOE Alliance) and the Tony Blair Institute for Global Change (TBI) at the Vietnam Innovation Forum – VGIC 2026, taking place on July 29-30 in Ho Chi Minh City.

The launch ceremony was witnessed by Vice Chairman of Ho Chi Minh City People’s Committee Nguyen Manh Cuong and representatives of management agencies, international organizations, businesses and the global community of Vietnamese experts.

According to the co-founders, Vietnam is entering a period of institutional reform with many important policies being developed, from the financial market, resource mobilization, international financial center to digital assets and innovation. This requires a close connection between international experience, knowledge of the global community of Vietnamese experts and practical domestic needs.

At the event, the three organizations agreed on the direction of VIPL’s activities, aiming to build a knowledge connection platform and contribute to Vietnam’s policy development process according to international standards. VIPL’s three priority areas include financial institutions and capital markets; digital economy, new assets and innovation; integration and international financial standards.

GOE Alliance, an international organization promoting the development of the digital economy and blockchain ecosystem, will operate VIPL and connect business practices to the policy research process. AVSE Global – a network of experts and intellectuals gathering thousands of members who are scientists, businessmen, and experts in more than 20 countries – will mobilize Vietnamese experts globally. Meanwhile, TBI, a non-profit organization founded by former British Prime Minister Tony Blair, contributes methodology and experience in policy consulting to governments.

The Vietnam Global Innovation Forum – VGIC 2026 opened this morning with the theme Future Technology – Vietnam’s Digital Leap, designed as a space for dialogue and cooperation, where policymakers, businesses, startups, investors and the global community of Vietnamese experts discuss technology strategies, connect resources, and promote the realization of impactful technology initiatives.

This is an event that continues the success of the first season, held at Google APAC (Singapore) in 2025. This year, the forum brings together 100 innovators who are Vietnamese and Vietnamese experts, scientists and technology leaders with global influence, holding many important positions at technology corporations, research institutes and leading universities in the world.
