Mutual public workers will take to the streets this week to demand a new agreement for Muface

The unions representing mutual public workers have called two mobilizations this week in defense of Muface, after the first tender for the health care agreement was void because the insurers did not present themselves for the renewal of the agreement as they did not consider the increase in the premium proposed by the Government to be sufficient.

Two mobilizations are being called to demand a new agreement for Muface: on the one hand, the Wednesday December 11 The unions CCOO, UGT, ANPE, Adide, USIE, UFP, SUP, Acaip and SIAT will gather in the morning and afternoon both in Madrid and in all the capitals of Spanish provinces, Europa Press reports.

These unions have called a demonstration at 10:30 a.m. in Madrid at the Unespa headquarters (insurance employers), while in the afternoon, between 5:00 p.m. and 6:00 p.m. – depending on each province – will be concentrated at the Muface headquarters. in Madrid and in their respective provincial delegations.

The organizing unions have indicated that in this demonstration the public workers assisted by Muface will also be accompanied by the Mugeju Justice officials, who are also experiencing complications in their healthcare provision.

The workers’ representatives have assured that they will take to the streets to demand from the Government a new tender for Muface and from the insurers, a responsibility to subscribe “as soon as possible” to a new agreement that guarantees the continuity of the health agreement.

For its part, the CSIF union has also called for the Next Saturday, December 14, a “great mobilization” in front of the General Management of Muface in Madrid to defend the health concert.

CSIF has indicated that the mobilization, in which mutualists from all parts of Spain will participate, will be carried out with the objective of ask the Government to put out a “sufficiently attractive” tender to ensure system continuity.

Also, today Monday, December 9 CSIF will report to the Ombudsman that the clinics are delaying and suspending Muface medical appointmentsand even asking officials to pay for the treatments themselves if they want to be treated, while on December 11 CSIF will register in the Congress of Deputies “the hundreds” of complaints that they are receiving from mutual members about the situation .

Consult insurers

The three insurers that until now were paying attention to Muface (Adeslas, Asisa and DKV) did not appear in the new tender for the years 2025 and 2026 called by the management of Muface because the Government proposed an increase in premiums of 17.12%, below the request of the insurers, which was around 40%.

When the tender was void, the Government opened a period of ten business days, from November 21 to December 4, for insurers to notify Muface at what price they would provide the health service, specifying the fixed premiums that would have to be paid. pay for each age group for each year of the new concert (2025, 2026 and 2027).

The first tender for the concert covered the period 2025-2026, but the preliminary consultation establishes an estimated period of validity of the new concert of three years, from 2025 to 2027.

As Europa Press has learned, after the consultation period closed last Wednesday, DKV has informed Muface that the increase in the premium for each insured within the tender for healthcare for civil servants should increase by 40.6% and has requested to the mutual society that the drugs or coverage that are included in the public health system are not incorporated into the current agreement, but rather into the next one that is signed.

Asisa has also participated in Muface’s preliminary consultation process but, when asked by Europa Press, it has declined to make any comment on the content of the documentation that it has sent to the mutual society.

For his part, Adeslas, which has been informing its mutual members by letter throughout November that it would not appear for the new concert and that it would facilitate healthcare until January 31, 2025has attended the consultation and has transferred “several annexes” where it reiterates the company’s position, analyzes the “new circumstances” and offers data that “supports” its position.

After the consultation period ends, Muface will compile the responses presented and if it considers it appropriate, it may request clarifications from the participating entities.

Once these actions are completed, a final report will be prepared that will include the information collected during the consultation, which will form part of the file and will be published in the contractor’s profile on the State Contracting Platform.

Despite the first tender being void, Muface has guaranteed that the 1.5 million mutual members, many of them civil servants in the education sector, will receive the same health and social benefits as currently, since the Public Sector Contracts Law allows the service to be extended for up to nine months, taking into account circumstances of public interest
