They make official the dissolution of the General Administration of Ports and the creation of the National Agency of Ports and Navigation

As had been announced last Friday, the Government made official this Monday the dissolution of the General Administration of Ports (AGP) and the creation of the National Ports and Navigation Agency (Anpyn)which among other issues will be in charge of the administration of the port of Buenos Aires and the Paraná Paraguay Waterway, whose dredging will be put out to tender to private companies.

He Decree 3/2025 published in the Official Gazette This Monday, first of all, he ordered the suppression of the Undersecretary of Ports and Navigable Waterways, dependent on the Secretariat of Transportation of the Ministry of Economy.

Meanwhile, article 2 of the extensive text that carries the signatures of Javier Milei and his entire Cabinetordered “the dissolution and subsequent liquidation of the General Administration of Ports Sociedad Anónima Unipersonal (AGP SAU), continuing its intervention for these exclusive purposes.”

In the recitals, the Government explained that “over the last few years, AGP SAU has significantly increased its administrative structure and staff in relation to its functions and powers” and considered that these circumstances “generate a significant cost for the National State, aware that the aforementioned company requires contributions from the treasury to finance its operations, despite the income it obtains through the concession contracts under its orbit.

For its part, the next section of the regulations ordered the creation of Anpyn “as an autonomous entity, with its own legal status and capacity to act in the field of public and private law.”

“The National Ports and Navigation Agency (Anpyn) will be the only National Port Authority and Enforcement Authority of the laws in force and applicable in the matters within its jurisdiction, together with its regulations,” clarifies that same article 3.

The new entity, the official text states, “will be the legal successor and will maintain the responsibilities, powers and functions assigned to the Undersecretariat of Ports and Navigable Waterways and the General Administration of Ports, Unipersonal Joint Stock Company.”

Furthermore, it establishes that Anpyn “will assume the role of Concessionaire of the Trunk Navigable Way until the public tender mandated by Decree No. 709/24 is awarded.”

Article 6, for its part, indicates that the leadership of the new entity “will be in charge of an Executive Director with the rank and hierarchy of Secretary of State, who will be supported by a Deputy Executive Director with the rank and hierarchy of Undersecretary, in both cases. , appointed and removed by the National Executive Branch.

In relation to this last measure, the Government provided through another decree, which bears the number 5/2025, the appointment of Iñaki Arreseygor as head of Anpynstarting January 3 of this year and for a legal period.

A day before, Arreseygor had submitted his resignation to the Undersecretariat of Ports and Navigable Waterways, where he had landed last May after the resignation of Pablo Piccirilli.
