Research to transfer a number of corporations and corporations to the Government

According to the plan to orient, arrange and streamline the Government’s organizational structure, the State Capital Management Committee at Enterprises will end its operations and transfer the rights and responsibilities to represent the State owner with 19 files. Unions and corporations are managed by ministries and branches.

At the meeting on arranging and streamlining the apparatus on the afternoon of January 6, the Prime Minister said that a number of corporations and corporations that play a role in ensuring major balances and national strategies can research and propose models. under the jurisdiction of the Government. At the same time, management must be more decentralized and decentralized for businesses, in order to increase initiative and creativity for businesses.

These contents are all related to the provisions of Law No. 69/2014/QH13 on management and use of State investment capital in enterprises. Therefore, the Prime Minister requested the Ministry of Finance to soon complete a draft replacement law for the Government to submit to the National Assembly at the February session. This is to resolve current bottlenecks and problems in the management of state-owned enterprises. .

Currently, there are 19 enterprises directly represented by the State Capital Management Committee at Enterprises, such as the State Capital Investment and Trading Corporation; Oil and Gas Group; Electricity Corporation; Petroleum Corporation; Chemical Group… In addition, there are other businesses as decided by the Prime Minister.

The total equity of the “big guys” to date is 1.18 million billion VND, an increase of 11% after 5 years. The total assets held by these enterprises reached 2.54 million billion VND, equal to 65% of the total assets of state-owned enterprises nationwide. Over the past five years, these businesses have contributed 1.28 million billion VND to the budget, accounting for an average of 10-12% of the country’s total annual State budget revenue.

The Prime Minister said that in ending the activities of the State Capital Management Committee and arranging groups and corporations, it is necessary to choose the most optimal plan. This is based on careful and objective consideration, consistent with the country’s situation and submitted to the competent authority for decision. The new management model aims to separate the tasks of State management and State capital management at enterprises.

This year, the Government targets economic growth of at least 8%, creating momentum for the next period of double-digit development. Therefore, ministries, localities, units and businesses must grow at least 8%.

According to the Prime Minister, the arrangement of models and organizations with State corporations and corporations must be in the spirit of “putting national interests first”. This is so that State capital can be best managed, serving the country’s development in the new era.

“The Government and ministries must focus on building strategies, mechanisms, and legal corridors for businesses to operate, and design tools for supervision and inspection,” the Prime Minister requested. He noted that staff work at enterprises is carried out in accordance with Party and State regulations. Evaluating the effectiveness of a business also needs to be based on the whole.
