For the first time since 1986, the state budget will be adopted without a law on economic regulation. As The Marker notes, the reason for this is the need to adopt the budget for 2025, which has already begun, as soon as possible.
The Law on Economic Settlement includes reforms that are not directly related to the budget, but are approved as a single package with it. In this case, we are talking about such initiatives as the creation of supra-municipal transport departments and digital reform of the civil service. Their approval is delayed.
Since the adoption of the budget is necessary for the existence of the government, the inclusion of important reforms in it ensured their approval in a short time – but, as the publication notes, often without adequate in-depth discussion, which led to criticism.
