Formalized the organization chart of the National Agency for Ports and Navigation (ANPYN)

The restructuring was confirmed hours after the presidential spokesman, Manuel Adorni, announced that the tender of the hydrovy was discharged in search of “transparency and greater competition”, given the reception of a single offer, presented by a Belgian company which denounced from the beginning that the Pliego was directed to win another signature of that same European country.

“Approved the second -level organizational structure of the National Ports and Navigation Agency, an autarkic entity acting within the scope of the Ministry of Economy,” said Resolution 4/2025, published in the Official Gazette with the signing of the signing of Iñaki Miguel Arseyy responsable de ANPyN.

The regulations established that he Executive Director will be at the top of the command pyramid and that will be seconded by an executive deputy and an internal audit unit. Below in the ranks there will be two management: one of technical coordination and one of legal and administrative coordination.

The first will include the areas of port and navigable road engineering; Shipping policies; and port operations and services. The remaining, meanwhile, will have under its orbit management control; Administration and finance; Commercial; Legal matters; Human capital; and technologies, systems and innovation.

The ANPYN was officially created in January of this year “as an autarkic entity, with its own legal status and ability to act in the field of public and private law.”

“The National Agency for Ports and Navigation (ANPYN) will be the SING National Port Authority and Application Authority of the laws in force and applicable in the matters of its competence, together with its regulations ”, ordered article 3 of Decree 3/2025.

The new entity, said that official text, is “the legal continuator and will maintain the responsibilities, competences and functions assigned to the Undersecretariat of Ports and Ways and the General Administration of Ports Company Unipersonal Anonymous Society.”

The regulations established, in parallel, that the ANPYN should assume “the role of Trunk navigable road concessionaire until public tender is awarded entrusted by Decree No. 709/24 ”.

The hydrovy business is the collection of a toll to users to finance dredging, signage and maintenance, and its estimated turnover was about 20,000 million dollars for the next 30 years, with a possible extension for another 30 years.

The bidding process that was discharged, had been launched in November last year and formally depended on the (ANPYN), in the orbit of the Minister of Economy, Luis Caputo.
