According to the previous draft law, the regional staggery of the maximum amounts of ASP loans would have been abandoned, which would have increased clearly in areas outside Helsinki.

In Helsinki, the maximum ASP loan is currently EUR 230,000, EUR 185,000 in Espoo, Kauniainen and Vantaa, EUR 160,000 in Tampere and Turku and EUR 140,000 elsewhere in the country. For two borrowers, the boundaries are 1.5 times.

Most of the ASP loans of one borrower have been lower than the regional maximum. However, the proportions of ASP loans raised as a maximum vary considerably in different municipalities.

After the consultation, the bill has also introduced a change in the abandonment of opening an ASP account from the upper age limit. Now the upper age limit is 44 years.

Instead, opening an ASP account for 15 years would continue to remain.

ASP system The reform aims to make the recommended but difficult -to -understand system more flexible and clearer.

The established parts of the system, such as the additional interest rate paid for housing savings, the state interest rate subsidy included in ASP loans, and the free state guarantee remain unchanged.

The required minimum time for housing savings would be reduced in the months instead of the quarters. According to the bill, at least 20 monthly deposits should be made to the ASP account.

In the future, a total of four years could be obtained during the loan period instead of the current two years.

The ASP system is expected to enter into force in June 2026.

Banks And the Financial Association, representing insurance companies, was disappointed with the government bill and said it was a torso.

The financial sector had proposed, inter alia, a reduction of the self-financing part required for an ASP loan to 5 %, while it is currently ten percent. The organization had also lobied the extend of ASP loans from 25 to 30 years. Neither proposal is going to be realized now.

“The goals of the ASP reform are good and profitable, but the proposal to Parliament is one big pancake. The reform would have had the opportunity to make the system genuinely simpler and better from the point of view of first -time home buyers. Unfortunately, now it seems that the biggest driver of the reform has been to minimize the risk of the state, ”Ahosniemi said in the press release.
